Operations Lead – Software & Data Services

Opportunity

PeopleTec is seeking an Operations Lead to oversee the daily execution and strategic coordination of multiple Department of Defense (DoD) contracts focused on software development, data analytics, and digital services. This role will ensure operational excellence across programs, drive standardization, and support the delivery of mission-critical solutions to our Army and Joint Service customers. 

Key Responsibilities: 

• Program Oversight & Coordination: 

• Lead and coordinate operational execution across multiple software and data service projects 

• Maintain close alignment with Program Managers (PMs), technical leads, and government stakeholders 

• Contractual & Compliance Management: 

• Ensure compliance with all contractual requirements (CDRLs, SLIN/CLIN tracking, security, etc.) 

• Support oversight of deliverables, staffing plans, funding alignment, and cost controls 

• Process Optimization & Reporting: 

• Develop and refine operational processes to improve efficiency, visibility, and accountability 

• Generate internal reports for executive leadership and support customer reporting cycles 

• Resource & Team Support: 

• Work closely with HR, Finance, BD, and PMs to support staffing, onboarding, travel, and task transitions 

• Monitor team health, identify gaps, and recommend solutions to improve cross-functional collaboration 

• Knowledge Management: 

• Implement and manage SharePoint/Teams environments for effective collaboration and document control 

• Ensure operational continuity and maintain institutional knowledge across contracts 

• Customer Engagement: 

• Support engagement plans, touchpoints, and briefings for current and prospective customers 

• Assist with shaping, capturing, and transitioning new work in partnership with BD and technical staff 

 

 

Qualifications

 

Required Qualifications: 

• Master’s degree in Business Administration, Management, Information Systems, or related field 

• 15+ years of experience in operations, program management, or contract execution for DoD or federal programs 

• Experience supporting software development, data analytics, or cloud/digital transformation efforts 

• Working knowledge of DoD acquisition processes and contract structures (e.g., IDIQ, CPFF, FFP) 

• Proficiency in Microsoft Office, SharePoint, and Teams for collaboration and task tracking 

• Strong communication, organizational, and stakeholder management skills 

• U.S. Citizen with an active Secret clearance 

 

Preferred Qualifications: 

• Experience working with Army Aviation, CBM/HUMS, or enterprise data platforms 

• Familiarity with DevSecOps practices, Agile delivery, or IT service management 

• Ability to travel up to 20% to customer sites or team locations as needed
