TITLE: Deputy Comptroller

CHARACTERISTICS OF THE CLASS:

Under direction supervision of the Comptroller, supervises general accounting, payroll and revenue functions and provides analytical and financial reporting support to the Finance Department. Assists the Comptroller to maintain the District's accounting and reporting system in accordance with Generally Accepted Accounting Principles (GAAP). Performs related duties as required.

EXAMPLES OF DUTIES:

  • Supervises general accounting, payroll and revenue functions. Functions as liaison between the accounting functions supervised and other departments/divisions.
  • Coordinates accounting requirements with operational constraints to ensure that relevant financial data is received from other departments promptly.
  • Oversees the preparation of input to the computerized accounting system to ensure the transactions are following Generally Accepted Accounting Principles (GAAP) and District policies.
  • Completes and reviews the monthly general ledger checklist. Prepares timely account analysis on a monthly basis.
  • Reviews monthly/quarterly payroll tax returns and tax payments.
  • Follows up with appropriate authorities when necessary to resolve any problems.
  • Assists in the preparation of the annual audit work papers.
  • Annually reviews the Finance Operating Procedures recommendations and prepares changes.
  • Oversees the Accounting Division staff training and development.
  • Assists the Comptroller with special projects as required.

MINIMUM QUALIFICATIONS:

Training and Experience:

Bachelor's Degree in Accounting, Finance, Business or related field supplemented by a minimum of five years’ applicable experience.

Knowledge, Skills and Abilities:

  • Thorough knowledge of the principles and practices of finance and accounting.
  • Financial analysis skills.
  • Knowledge of computerized financial system, word processing, graphics and spreadsheet applications.
  • Good analytical ability.
  • Excellent oral/written communications skills.
  • Familiarity with accounting concepts.
  • Demonstrated management skills.
  • Ability to work with all levels of management with limited supervision.
  • Problem solving skills.
  • Supervisory and administrative skills.

Rate of Pay:  $133,004.90 annually
