Task Lead/Project Manager, Navy Business and Financial Management Services

ARServices is seeking a Task Lead/Project Manager to perform Navy Business and Financial Management Services on a Navy Financial Management program. In this role, the Task Lead would be responsible for successfully leading a team in performing Business and Financial Management Services for a Navy Office within the Washington, D.C. area. A successful Task Lead/Project Manager must have demonstrated success previously leading teams in performing contract tasks for a federal government client while also overseeing the cost, budget, and schedule of the tasks their team is responsible for. We are looking for a Task Lead/Project Manager with Navy Budget/Financial Management expertise who can act as an SME for their team while also guiding their team in meeting deadline-driven goals. The Task Lead/Project Manager is also an excellent communicator, presenting findings, reports, and presentations to executive-level staff and critical outside stakeholders. The desired candidate would know the Navy Business and Financial Management processes inside and out, and can deliver the best from their team in delivering their Business and Financial Management support. In addition, you will:
- Gather information and performance data for monthly deliverables
- Assist in knowledge management capture and transfer
- Manage a team’s workload to meet deadlines and deliverables
- Prioritize and complete tasks as needed while also balancing long-term projects and initiatives
- Provide expertise in the Navy PPBE and POM Development process
- Assist in developing position descriptions and recruiting for open positions on their task team
- Review and prepare major deliverables for contract staff
- Assist in data visualization efforts
- Serve as a representative for the program and company at industry events
- Work with ARServices business development initiatives as requested
- Stay abreast of industry best practices for improving team processes and methodologies
Requirements
- Bachelor’s degree in Business, Finance, Accounting, or another similar field
- Conceptual knowledge of U.S. Navy Undersea Warfare systems
- At least 15+ years of relevant experience in Navy Financial Management, the Navy PPBE process, and Navy POM Development, with 20+ years preferred
- Project Management Professional (PMP) Certification or Defense Acquisition Workforce Improvement Act (DAWIA) I in Program Management Certification
- Experience working in Navy Financial Systems, such as the Program Budget Information System, Standard Procurement System, Computer Optimized Batch Reconciliation Application, and Enterprise Resource Planning among others
- Communication and Briefing Skills at the Senior Executive Service/Flag level
- Demonstrated knowledge of ship acquisition program manager (SHAPM) and participating acquisition resource manager (PARM) working relationships
- Demonstrated knowledge of DoD/Navy procedures and policies, specifically DoD 5000 process, and including acquisition plans and acquisition program baselines
- Demonstrated experience balancing a complex multi-appropriation portfolio
- Experience with cost, schedule and performance as it relates to program execution
- Expert in the Navy PPBE and POM Development Process
- Demonstrated experience in task planning and its translation to program execution
- Understanding and experience in visualizing data and presenting complex financial data in clear and easy-to-understand reports
- Expert-level experience in Budgeting, Briefing, and Defense at the Chief of Naval Operations (OPNAV) and Congressional levels
- Experience working in a program office or Program Executive Office at a Navy Systems Command
- Program Management experience running a large support services contract with multiple subcontractors
- Experience or familiarity with Financial Improvement and Audit Readiness Act and Financial Management Regulation (FMR DoD 7000.14-R) goals for Navy or DoD offices
- U.S. Citizen
- Ability to receive a Secret clearance
