The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Homeless Services and Housing is seeking qualified candidates to fill emergency Chief, Revenue Management, Health Services vacancies related to the homelessness crisis.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Chief, Revenue Management, Health Services.

Examples of duties

  • Directs the planning, development, administration, and evaluation of the department-wide revenue management programs of the Department of Homeless Services and Housing.
  • Directs the design, implementation, and evaluation of uniform financial reporting systems, policies, and practices throughout the department.
  • Directs the development, implementation, and control of department-wide revenue generation budgets, goals, and systems and directs evaluation of the effectiveness with which the department meets revenue objectives.
  • Directs and coordinates liaison activities with State and Federal legislatures, agencies, and departments in matters regarding revenue programs of the Department of Homeless Services and Housing.
  • Directs the analysis and interpretation of various revenue-related legislative bills.
  • Develops and directs training programs for revenue management.

Qualifications

Minimum Requirements
Four (4) years' responsible experience in an administrative* or staff capacity**, one (1) year of which must have been within the field of health financial management at the level of Revenue Manager l***, Fiscal Officer ll****, or higher.

Special Requirement Information

*Administrative capacity is defined as experience at the level of independent responsibility for assignments of average difficulty, analyzing and making recommendations for the solution of problems of organization, budget, personnel, information services, programs, facilities planning, materials management, and general management. This experience also includes responsibility for the development of procedures and participation in policy formulation.


**Staff capacity experience is defined as assisting management by performing research and making recommendations on the use of personnel, allocation of funds, workload and workload fluctuations, and programs and procedures for accomplishing departmental objectives.

***Experience at the level of a Revenue Manager I is defined as managing and evaluating the revenue generating and cost recovery activities for a 300-500 bed teaching hospital with outpatient clinics capable of 15,000-20,000 clinic visits per month and for the region of which the hospital is a part.

****Experience at the level of a Fiscal Officer II is defined as directing the work of a large staff (more than 55) (A) in t
