Director of Human Resources

Concord, NH

Salary Range - $116,590 to $140,000

General Summary: Reporting to the Chancellor, provides leadership and direction in developing and implementing human resources strategies, programs, and policies across CCSNH in such areas as: employee/labor relations, recruitment, position/classification management, compensation, benefits, regulatory compliance and professional development and directs all aspects of the System’s centralized human resources and payroll operations.

Principal Duties and Responsibilities:

  • Under the direction of the Chancellor, develops, implements, and administers a comprehensive human resources program including recruitment and selection, organizational development, position/classification management, compensation and benefits management, employee/labor relations and regulatory compliance.
  • Serves as a member of the CCSNH Leadership Team responsible for strategic planning, fiscal management, resources development, policy setting, and overall administration of the System and as staff liaison to the Board of Trustee’s Assets and Resources Committee.
  • Leads collective bargaining efforts for three bargaining units – Staff, Full-time Faculty, and Adjunct Faculty, and directs all aspects of CCSNH’s labor relations activities and programs. Represents CCSNH in all labor relations matters and advises CCSNH administration of such matters.
  • Manages CCSNH human resources and payroll operations ensuring compliance with sound business practices, established collective bargaining agreements, CCSNH policies and procedures, and state and federal regulations.
  • Consults with System and college management on a variety of human resources matters regarding policies and procedures, performance management, discipline, compensation and benefits, labor relations, professional development, and compliance.
  • Works collaboratively with the college human resources in the implementation of human resources strategies and initiatives and compliance.
  • Develops and implements human resources operating priorities, strategies, and initiatives that support CCSNH’s goals and the academic and administrative priorities and functions of CCSNH.
  • Establishes and administers human resources policies, procedures, and practices consistent with organizational values and objectives and in compliance with state and federal laws, personnel rules, and collective bargaining agreements.
  • Administers the classification and compensations system to ensure accurate job descriptions and to maintain salary equity among employees.
  • Monitors and implements controls of the CCSNH payroll budgets (salaries and benefits) to meet established budgetary guidelines and coordinates and oversees the organization’s staff development budget and program.
  • Counsels and advises faculty, staff, and administrators on various human resources matters and monitors and identifies, assesses, and implements solutions to human resources problems and issues.
  • Coordinates the interactive process under the ADA, collaborating with employees, supervisors, college human resources and healthcare providers to identify and implement reasonable accommodations.
  • Performs related duties as assigned.

Qualifications:

Education: Bachelor's degree from a recognized college or university in human resources management, business administration/management, public or higher education administration, or related field. Master’s degree desired.

Experience: Ten years’ professional experience in human resources, six years of which must have been in a management level position involving administrative duties concerned with operational administration, program planning, and evaluation or related management experience.

License/Certifications: Certifications: HR Certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP) desirable. Valid Driver’s License or access to statewide transportation.

Desired Qualifications: Human resources management experience in a higher education environment.
