Title:
Strategic CONOPS Development Manager/SMEKBR Government Solutions delivers full life cycle professional and technical solutions that improve operational readiness and drive innovation. DUTIES & RESPONSIBILITIES:
- Responsible for independently identifying requirements, formulating strategies and documenting contractor support concepts for military customers CONUS and OCONUS. Developing Concepts of Operations for services to include but not limited to Logistics, Operations and Maintenance, Management approach.
- Development of achievable and specific goals for project execution, developing organizational structures, determining resources, and holding solutioning sessions.
- Present agile methods of project management that help visualize workflow to improve efficiencies over the contract’s periods of performance.
- Provide technical approaches to Subject Matter Experts that will drive Basis of Estimates (BOE) development.
- Provides extensive technical expertise; leads and participates in all phases and steps of CONOPS development.
- Provides significant contribution to the development of strategic operation concepts to be written in proposals.
- Provides input to briefings, transitioning concepts to execution, and assisting in the coordination of joint operational planning in support of future solicitation.
- Provide subject matter expertise’s associated with Logistics, Operations and Maintenance, Management planning, coordination, and execution. Implementation of risk mitigation factors in CONOPS development.
- Implementation of risk mitigation factors in CONOPS development.
- Inform the Senior Operations Manager about all planning irregularities that may have an impact to the services required.
- Required to travel to project sites to participate in site surveys, pre-contract award meetings and conduct on the ground operational assessments.
PREFERRED QUALIFICATIONS & SKILLS REQUIREMENTS:
- Skills required for this job are typically acquired through the completion of an undergraduate degree and 15+ years of project management experience, 5 of which at the program level.
- Excellent writing skills with computer literacy in basic programs to include MS Office Suite, Microsoft Excel proficient and similar projects.
- Capable of documenting and presenting (in writing and orally) concepts and procedures performed in supporting US Military customers.
- Experience in proposal development and execution of newly awarded contracts.
- Current training or certifications in Lean Six Sigma or Quality Management techniques and processes.
- Project Management experience on Base Operations Services type contracts.
- Extensive knowledge of managing Base Operations Services type contract in sustainment and contingency environments.
- Experience working on Firm fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Time and Material (T&M), and Hybrid type contracts preferred.
- Former field grade officer preferred but not required.
- National security clearance at the Secret level required.
- Current passport required.
