TSPi USDA Account Lead
Position Summary
TSPi is seeking an accomplished and mission-driven USDA Account Lead to expand and strengthen TSPi and Abt Global’s strategic footprint across the U.S. Department of Agriculture. This role leads business development, client engagement, and solution strategy across USDA mission areas, aligning our combined digital modernization, data, AI/ML, geospatial, and low/no-code capabilities to USDA’s evolving priorities.
The ideal candidate brings deep USDA domain experience, longstanding relationships, and firsthand knowledge of USDA program challenges, field operations, conservation workflows, enterprise geospatial systems, financial systems, and producer-facing applications. The role requires someone who understands how USDA operates from headquarters to field offices, how enterprise systems are delivered at scale, and how modernization directly affects staff, producers, and mission delivery.
USDA Strategy & Account Leadership
- Develop and execute a multi-year USDA account strategy positioning TSPi and Abt Global as trusted partners for digital modernization, AI/ML adoption, grants and loans transformation, mobile-first service delivery, and mission analytics.
- Maintain and deepen relationships with USDA executives, program leaders, technical directors, and contracting officials across FPAC, NRCS, FSA, Forest Service, and OCIO.
- Serve as a senior advisor to USDA executives by bringing insights from decades of USDA program operations, conservation planning, enterprise geospatial systems, financial workflows, and producer-facing applications.
- Identify and prioritize new mission challenges, operational gaps, and modernization opportunities, shaping them into actionable TSPi/Abt pursuits.
Business Development & Growth
• Drive business development and capture strategies for major USDA opportunities, leveraging extensive knowledge of agency culture, processes, and technology environments.
• Expand a pipeline of IT modernization, data, cloud, and AI projects by aligning TSPi/Abt capabilities with USDA’s enterprise digital transformation roadmaps.
• Position TSPi as a trusted USDA partner by highlighting experience in enterprise-scale geospatial and financial systems, Agile Release Trains, and user-centered digital solutions.
Client & Stakeholder Engagement
• Serve as the primary relationship manager for USDA customers, building trust through a deep understanding of USDA’s operational needs and technical constraints.
• Facilitate continuous alignment between agency stakeholders and TSPi delivery teams, leveraging experience communicating daily with USDA leadership, program staff, and partner organizations.
• Lead executive briefings, strategic planning discussions, and demonstrations of TSPi/Abt’s digital, AI, data analytics, and geospatial capabilities.
Capture, Proposal & Solution Leadership
• Lead solution development for USDA pursuits.
• Shape winning proposal strategies that reflect USDA’s actual mission needs—including conservation program workflows, integrated geospatial capabilities, AI chatbot adoption, and enterprise training operations.
• Guide technical solution teams by delivering nationwide deployments, optimizing customer data integration, and enabling mobile and online service delivery.
Innovation, AI, and Mission Impact
• Champion innovative approaches—including AI copilots, chatbots, process automation, KPI reporting, and geospatial technologies.
• Identify opportunities where Abt Global’s research, economics, geospatial analytics, and demographic intelligence can accelerate USDA mission outcomes.
• Drive field office efficiency improvements and producer experience enhancements informed by decades of direct conservation program delivery experience.

Required Qualifications
• Bachelor’s degree in Agribusiness, Public Policy, IT, or related field.
• 10+ years supporting USDA missions; preference for extensive NRCS, FSA, FPAC, or USDA OCIO experience.
• Demonstrated success leading large-scale USDA programs, Agile Release Trains, or enterprise systems.
• Deep familiarity with USDA conservation programs, financial systems, geospatial technologies, producer experience, and agency modernization challenges.
• Experience engaging senior federal stakeholders and leading multidisciplinary teams.
• Strong writing and communication skills, including executive-level briefings.
• Experience with Agile or SAFe methodologies.
Preferred Qualifications
• Direct experience developing or supporting USDA systems, FPAC modernization efforts, geospatial/financial enterprise systems, or USDA AI modernization initiatives.
