AGENCY INFORMATION:
We are looking for public service minded finance/accounting professionals to fill this key role! Bring your expertise to help partner agencies provide services that impact citizens across the entire State of Maine. DAFS’ Financial Service Centers provide professional expertise to manage the financial activities of Departments and bureaus throughout State government. We are seeking motivated individuals with broad financial knowledge and leadership skills: services for partner agencies include accounting and financial processing, cash management, budget development and monitoring, financial analysis, grant management and federal reporting, legislative support, and administrative functions.
POSITION DESCRIPTIONS:
The Deputy director of MaineIT Finance is responsible for providing leadership and assisting the Director with overseeing all aspects of Service Center functions (see Core Functions and Responsibilities, below). This position is eligible for a hybrid work schedule with partial remote work; staff are required to be on site one or more days per week, based on operational needs. This position is located in Augusta.
CORE FUNCTIONS AND RESPONSIBILITIES:
- Encourage and facilitate superior customer service for all partner agencies;
- Provide strategic advice, reporting and information to management, staff and partner agencies to ensure they have the knowledge necessary to make financial and budgetary decisions to meet their needs and Departmental goals and objectives;
- Support the Director in overseeing the activities of the Service Center, including accounts payable, billing, accounts receivable, financial reporting, cost accounting, rate setting, cash management, budget development and monitoring, financial analysis, grant management, legislative support and administrative functions;
- Incorporate continuous improvement strategies to promote process efficiency and effective internal controls;
- Hire, train, retain, develop, and mentor a dedicated team of clerical, technical and professional staff;
- Exercise initiative and judgment interpreting and applying policies, laws, rules and regulations to ensure accuracy, efficiency and adherence to best practices; and the ability to balance partner agency needs with required compliance;
- Plan, organize and coordinate financial processes; manage workflow for and provide oversight to staff;
- Liaise with internal and external auditors;
- Ensure compliance with Maine Revised Statutes, State Accounting and Administrative Manual, GAAP, GASB, Federal Uniform Guidance, and other governmental regulations and compliance requirements.
KNOWLEDGE, SKILLS, AND ABILITIES:

- Being a highly-organized self-starter capable of using professional judgement, prioritizing responsiveness and applying analytical thought for problem resolution;
- Excellent communication skills across all levels, both written and verbal; including a demonstrated ability to communicate complex financial concepts to non-financial managers;
- A proven ability to work collaboratively, be team oriented, and lead cross-functional projects with financial services staff and program managers to arrive at thoughtful, best practice solutions;
- An ability to be flexible and adjust to business needs while balancing multiple tasks, deadlines and priorities;
- Ability to proactively identify opportunities for process improvement and implement resolutions with a focus on efficiency, effectiveness and compliance;
- Knowledge of accounting principles, practices, and standards, preferably governmental;
- Knowledge of budgeting theory, principles, practices, and techniques
- Knowledge of and experience with cost accounting principles, practices and methodologies;
- Knowledge of human resource management principles, practices and techniques
- Knowledge of financial and management analysis techniques
