Essential Functions

  • Assists Division Manager, Bureau Chiefs and administrative staff in developing and planning area issues relating to Homeland Security and emergency response with a focus on animal and poultry diseases.
  • Assists in updating and maintaining Department animal and poultry emergency action plans.  
  • Works with Division and Bureau staff to enforce state and federal laws, rules and regulations pertaining to emergency response related to disasters or disease.
  • Interprets, reviews and makes recommendations for changes to Division and Bureau Staff concerning applicable rules, regulations pertaining to animal and poultry emergency response plans.
  • Provides technical assistance to field personnel in area of specialization.
  • Travels as needed to provide assistance to Division and Bureau Staff on emergency response preparedness. 
  • Performs other duties as assigned which are reasonably within the scope of duties outlined above.

Specialized Skills

  • Requires 2 years of emergency management or project managerial experience.
  • Requires one year of experience drafting administrative rules.
  • Requires two years of experience drafting programs plans and/or standard operating procedures.
  • Requires course work in project management, plan development, emergency response, or animal science.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to four (4) years of college, preferable with courses in business or public administration.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in public or business organization.

Preferred Qualifications

  • Prefers course work in project management, plan development, emergency response, or animal science.
  • Prefers 2 years of emergency management or project management experience.
  • Prefers one year of experience drafting administrative rules.
  • Prefers two years of experience drafting programs plans and/or standard operating procedures.

Conditions of Employment

  • Requires possession of a valid driver's license and the ability to travel in performance of duties.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other
    industry related topics relevant to the job duties.
