About the role

Staff Counsel will help the Chicago Housing Authority ("CHA") achieve its mission and goals, primarily by protecting its legal interests. Staff counsel will represent CHA in legal matters related to various types of law and Federal regulations, such as Housing Choice Voucher Program (“HCV”) administrative hearings and administrative reviews in circuit court, tenant grievance proceedings, and investigation matters.   Staff Counsel also will provide counseling and policy advice to various CHA client departments.

DUTIES AND RESPONSIBILITIES

This position may include, but not limited to, the following:

  • Administering CHA policies and procedures, including CHA Occupancy Policy, Grievance Procedure and Housing Choice Voucher Administrative Plan. 
  • Advising client departments on CHA’s operations and achieving goals in compliance with applicable policies, rules, and laws.
  • Representing CHA in all phases of administrative hearings, including but not limited to, HCV Program hearings and administrative reviews in circuit court, and in other forums as needed.
  • Researching and writing legal memoranda and motions as they relate to HCV program hearings to be filed in circuit court.
  • Providing guidance and information with respect to HUD regulations, CHA policies, FOIA, Federal and state law. 
  • Analyzing proposed local, state, and Federal legislation.
  • Other duties as assigned.

QUALIFICATIONS

This position requires a Juris Doctorate degree, admission to the Illinois bar and good standing, and a minimum of 2 years of policy making and/or legislative activities. Ideal candidate will have strong written and oral communication skills, strong analytical and research skills, and general knowledge of legal/trial practices and procedures. Some field work is required for attendance at meetings and occasional court appearances.

Seeking candidate with integrity, sound judgment, strong work ethic, ability to work cooperatively with supervisors/colleagues/diverse client departments, and willingness to learn new substantive areas. Familiarity with HUD regulations preferred.

Salary Range: $100,000 – 105,000
