Job Description

GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity and this status can affect working hours, travel, and changes in duties as needed.

 

The Regional Section Chief, under general direction, assists the Assistant Chief and works with other Regional Section Chiefs in managing assigned regional staff and coordination of the region’s mitigation, preparedness, response, and recovery programs and operations.  Work involves planning, directing, and managing the day-to-day activities of assigned regional staff. Participates in managing the development and implementation of agency goals, objectives, and priorities. Provides direction and guidance in strategic operations and planning for emergency management programs.

 

Availability for after-hours and weekend work is required. Must have the ability to operate outside of regular working hours during activations in the field, local, district, or regional coordination centers, or State Operations Center, and able to deploy from their assigned duty station for extended periods in the aftermath of a disaster without relief or with minimal rest.  Must have availability for extensive travel as needed by vehicle or other mode of transportation.  The position is assigned a fleet vehicle.

 

This position is considered at-will status and serves at the discretion of the head of the agency.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

• Directs and manages assigned program area(s) and activities related to the region’s preparedness, response, recovery, and hazard mitigation activities and operations within TDEM.

• Communicates relevant facts and information promptly to the Assistant Chief and others for decision-making. Advises and makes recommendations to the Assistant Chief to ensure proper and efficient operation of the region.

• In the absence of another Regional Section Chief or Assistant Chief, may take appropriate action on senior-level management issues.  May be delegated as the Assistant Chief’s designee.

• Ensure that direct reports and other employees follow all Division and System policies and procedures, including relevant state laws. Documents and reports, as necessary, any violations of all policies, procedures, and state laws.

• Collaborates with other Regional Section Chiefs and the Assistant Chiefs in coordinating and synchronizing the region's goals, objectives, and efforts related to agency culture, strategic management, regulatory compliance, and efficiency measures.

• Conducts gap analysis and risk assessment on assigned program area(s) to enhance preparedness and reduce disaster impacts. Provides recommendations and solutions to improve the effectiveness of current processes and program area(s).  

• The Regional Section Chief assists with programmatic and grant management activities to include the following:

  • Assists in the planning, organization, and coordination of programs that involve local, state, and federal agencies, volunteer groups, and the public

  • Delivery of technical assistance, including environmental and historical preservation and mitigation planning activities.

  • Delivery of mitigation planning or mitigation-related grants management training.

  • Review and processing of mitigation plans for approval.

  • Professional development of state, local or tribal staff directly related to implementing programs.

  • Solicitation, development, review, and processing of subapplications.

  • Subapplication development and technical assistance to subapplicants regarding feasibility, effectiveness, and benefit-cost analysis.

  • Post-award monitoring and coordination of disposition requests, including open space compatibility verification.<
