About the role

The Senior Manager - Enrollment & Billing Strategic Initiatives drive important company projects for our Enrollment, Eligibility and Billing teams within the Service Operations vertical. You will act in a hybrid capacity both driving initiatives in a project management capacity, and being the subject matter expert for E&B in enterprise wide projects. We ask that you have risk identification, mitigation & problem solving skills such that we are prepared to continue serving its Members, Brokers and Providers while meeting our important brand promises. In addition to advising on enterprise vision, you will work with internal and external Oscar team members and guide representation of the needs and interests of Service Operations in company wide initiatives. You will require driving project coordination and management from creation to completion, solving problems and escalating issues, and an ability to work across different projects and partners at the same time.

You will report to the Director, Enrollment and Billing Optimization.

This is a remote / work-from-home role. You must reside in one of the following states: Arizona, California, Colorado, Connecticut, Florida, Georgia, Illinois, Iowa, Maryland, Massachusetts, Michigan, New Hampshire, New Jersey, New Mexico, New York, North Carolina, Ohio, Oregon, Pennsylvania, Rhode Island, Tennessee, Texas, Utah, Virginia, Washington, or Washington, D.C. Note, this list of states is subject to change. #LI-Remote

The base pay for this role in the states of California, Connecticut, New Jersey, New York, and Washington is: $132,000 - $173,250 per year. The base pay for this role in all other locations is: $118,000- $155,925 per year. You are also eligible for employee benefits, participation in Oscar’s unlimited vacation program and annual performance bonuses.

Responsibilities

  • Document business requirements and develop execution plans for major projects
  • Own the end-to-end management of cross-functional implementations/projects, including project plan creation, stakeholder engagement/management, edge case mitigation, and completion
  • Provide counsel to departmental leadership by taking on mission critical ad-hoc projects; Serve as departmental advocate and reference point for Sr. Leadership
  • Drive strategy development and formulation for assigned teams 
  • Collaboratively work with all relevant partner groups to lead proactive implementation, communications, and program strategies for successful change management and risk mitigation initiatives
  • Responsible for development of and proactive management of performance metrics and implementation of mitigation strategies
  • Facilitate partnership with Product Management team to support design and build for system changes
  • Document business unit processes & develop appropriate controls and monitors to ensure seamless operations
  • Development and growth of direct reports, ensuring that colleagues are supported in professional development 

Qualifications

  • 5+ years of experience in program management
  • 5+ years of leadership experience 
  • 3+ years Healthcare experience (Health Insurance, Health Systems, or Healthcare Consulting)
  • 2+ years experience working in payer enrollment, eligibility and billing
  • 3+ years experience with E&B technology e.g. EDI 834 
  • 3+ years experience driving Sr. Leadership decision-making using quantitative and qualitative data

5+ years experience using data and metrics to drive improvements in programs

  • 2+ years experience documenting process and implementation of controls and monitors
  • 3+ years experience delivering projects / programs independently and within a team environment
  • Successfully executed enterprise-wide initiatives: defined project plans, coordinated resources, managed implementation activities, and developed all processes associated with program rollout and ongoing support
