The Portfolio Program Operations Manager will report directly to the AFS Program Operations Lead who is responsible for managing a team of Portfolio Program Operations Managers. As a Portfolio Program Manager, the candidate will be responsible for the development and execution of operation strategies, capital and infrastructure plans, support of capture/proposal activities, support of transition to production, design to cost, and manufacturing readiness initiatives. These responsibilities will occur over the course of the portfolio’s product life cycle, beginning with Engineering Manufacturing Development (EMD) through Production. The Portfolio Program Operations Manager will serve as the liaison between the Program Office/Integrated Product Team Leaders (IPTL’s), and the various Factories that support the Portfolio. The candidate will also be responsible for advising the AFS Program Operations Lead, company leaders on build and test strategies, and risk and opportunity management plans. Therefore, the position requires a candidate who will be able to exert influence on the overall objectives and long-range goals of AFS Operations and Supply Chain.
This position is an onsite role.
What You Will Do
- Operations Focal point for the program office across all factories to ensure team meets execution goals and contractual requirements (includes cross functional partnering with Supply Chain, Quality, Engineering, Facilities, Security, & Digital Technology).
- Support, manage and/or creation of artifacts for proposals, gates reviews, financials (Estimate at Complete - EAC), Appropriation Requests (ARs), etc.
- Review, prepare and report on consolidated Operations content within the program EACs.
- Identify, monitor, report on program risks and opportunities and support of Risk Review Board.
- Lead teams of (dotted line) employees supporting Operations efforts.
- Ensure program alignment with Operations capabilities and investment strategies.
- Engage with programs and factories to align/develop capital investment requirements in support of new programs/products.
- Engaged in Product Development, Producibility, Testability and how/where to “Make” Product.
- Establishing planned delivery schedules for new products.
- Focal point for Operations in New Product Development and launch to manufacturing.
- Partner with engineering and CMC for test planning, test equipment, and projected test yields/capacity.
- Focal point for Operations when new requirements bring changes to existing products (obsolescence, redesign, etc.).
- Engage in program Test and Production Readiness Reviews (TRR/PRR) and ensure alignment to manufacturing plan and support of factory requirements.
Qualifications You Must Have
- Typically requires a Bachelor’s and a minimum of ten (10) years prior relevant experience, or an Advance Degree in a related field and a minimum of seven (7) years’ experience.
- The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

- Six Sigma Qualified or equivalent
- Program Leadership Certification
- Earned Value Management Certification
- MRA Certification
- Multi-tasker with ability to work in the “gray space”.
- Ability to work closely with leadership to achieve Program and Business targets.
- Working knowledge of SAP / PRISM, Rapid Development Tool
- Active DoD Security, SSBI clearance highly desired
- Proven experience in Transition to Production.
- Proven experience developing proposals and Basis of Estimate.
- Self-directed leader capable of executing Change Management.
- Experience with Microsoft Office Suite (Excel and PowerPoint).
- Strong negotiation, leadership and interpersonal team building skills.
- Excellent presentation, oral and written skills to include briefings to Executives and Senior custom
