Job Description
AECOM is actively seeking a highly talented Regulatory Specialist and Project Manager for immediate employment with the Natural Resources Group of our Oakland, CA office. This position would support numerous natural resource projects in the Bay Area. Candidate will strategize permit approaches and solutions with their clients for small- to large-sized projects, lead complex waters and/or species-related permitting efforts, and coordinate with resource agency staff. Candidate may contribute to growth of department through marketing pursuits including proposal preparation, interviews, and business development.
Responsibilities may include but are not limited to:
- Independently manages project teams to prepare large, complex natural resources documents such as Biological Technical Reports, Biological Assessments, 404/401/1602 Permit Applications, 2081 Permit Applications, and Habitat Conservation Plans. Operates as primary author or senior reviewer as appropriate.
- Manages projects with large-scale field efforts and intensive schedules.
- Manages large-scale compliance projects requiring adherence to permit conditions.
- Performs project management duties such as forecasting, tracking, accounting updates, invoicing, progress reports, and scheduling.
- Reviews contracts for understanding of scope, fee, schedule, and deliverables, and all other contractual obligations.
- Monitors and analyzes project costs, commitments, accruals, and changes, and takes corrective action where necessary.
- Operates as primary point of contact for clients and resource agencies on projects.
- Performs client management duties such as recurring status meetings, milestone check ins, and day-to-day interfacing.
- Focuses on supporting career development of junior individuals in the practice.
- Prepares or contributes to competitive proposals and participates in interviews with large or small teams for a variety of clients.
- Contributes to growth of practice through business development.

Qualifications
Minimum Qualifications:
- Bachelor’s Degree in related field (biology, ecology, or project management/controls).
- 8 years of relevant experience or demonstrated equivalency of experience and/or education in preparing regulatory documents/project management.
- Valid driver license required and must be able to safely drive to job sites.
