As the Commercial Parking Business Specialist, you will be responsible for providing comprehensive operational and financial analysis in support of the oversight and management of the Parking and Shuttle Bus Management Services Contract, substantially contributing to critical decision-making by the Commercial Parking Business Manager.Commercial Parking Business Specialist
Serves in the Office of Revenue at both Ronald Reagan Washington National and Washington Dulles International Airports.
Responsible for day-to-day monitoring of contractor performance activities; ensuring compliance with efficiency expectations, professional appearance, clean facilities, and exceptional customer service standards. Monitors the Parking Revenue Control System (PARCS), Parking website pages and online booking system (OBS) for accuracy and performance and makes or coordinates updates as necessary. Supports the Senior Parking Business Specialist as well as the Commercial Parking Business Manager in financial/operational analysis and reporting, ensuring timely receipt and review of contract submittals as well as other related functions.
GENERAL RESPONSIBILITIES
Reviews of monthly contractor financial and operational submittals, ensuring that the submittal is timely, all contract required items are included and accurate (reporting any discrepancies to the Commercial Parking Business Manager).
Monitors and reviews contract required submittals, ensuring they are timely and accurate.
Supports the oversight and maintenance of all systems [PARCS and Online Booking System (OBS)] across the Airports Authority for both airports, ensuring that all systems are working properly, charging the correct fees, and making or coordinating updates as necessary.
Performs monthly field audits, prepares findings report and submits and reviews the report with contractor’s leadership to obtain response and resolution for any issues found.
Performs quarterly Internal Control Audits, prepares findings report and submits and reviews the report with Commercial Parking Business Manager for further direction regarding any issues found.
Monitors incoming correspondence and enforces contractor compliance with response and resolution requirements, working in conjunction with the Commercial Parking Senior Business Specialist.
Analyzes parking performance metrics, creates charts and graphs and reports to support manager and executive communications and making recommendations for improvements.
Supports the Contracting Officer’s Technical Representative (COTR) in annual budget development, performing monthly parking and shuttle bus expense reconciliations.
Tracks and assesses contract Key Performance Indicators (KPI) and provides ongoing KPI analysis and keeps manager appraised of potential issues to include problem resolution recommendations, in conjunction with the Commercial Parking Business Manager,
Reviews and generates reports on contractor performance, including KPIs, resolutions of customer issues, and makes recommendations for cost savings or KPI improvements.
Supports collection of key parking, shuttle bus, or other operational or financial data and ensures timely submittal to the BI and other users.
Supports operational roll out of new products and prices, including interfacing with airports, testing and aligning systems and signage development and deployment.
Works with various other Airports Authority Departments to implement new products, operations, or pricing initiatives, or resolve issues
Performs other duties as assigned.
QUALIFICATIONS
Five years of progressively responsible experience in commercial parking or ground transportation.
Knowledge of and ability to provide contract and operational oversight, test and deploy new products and initiatives, and work with ground transportation or parking systems.
Ability to run reports, assess program and pricing impact, analyze performance metrics and provide critical contract and customer service support.
Ability to make detailed analyses of data and create charts, graphs and reports to support management.
Ability to speak and write effectively and provide recommendations to management..
Skill in using a computer and office suite software, with emphasis on database and spreadsheet software.
