Duties and Responsibilities: 

•20% Develop and implement SCC4 program work plan, launch, and recruitment to ensure that the goals, objectives, and deliverables of the grant are met in a timely manner and in accordance with federal, state, and local regulations and requirements.
•20% Develop and implement training programs, including curriculum development.
•15% Develop and maintain effective and productive working relationships with SCC4 funding sources, external agencies, community groups, business and industry partners, program participants, and others to maximize services, minimize costs, identify and resolve problems, etc.
•10% Recruit, hire, manage, and retain the staffing required for the SCC4 Grant, in order to meet fiscal and compliance obligations.
•10% Create and implement effective performance metrics to measure program success.
•10% Develop and maintain complete and accurate files, records, and reports to ensure all grant deliverables are in compliance with government funding source and SCC4 standards, regulations, policies, procedures, and requirements.
•5% Implement quality control components, including the continuous management of the ongoing collection of data.
•5% Approve payrolls, requisitions, and additional grant documents for appropriate areas.
•5% Perform additional duties as assigned by the Vice Chancellor for Workforce Development.

Required Education: Master's degree in education, business, or a related field. Degree must be from a regionally accredited institution of higher learning.

Required Experience: Three (3) years' experience in administrative management, with a minimum of one (1) year experience managing multiple projects concurrently under deadline pressure and changing priorities.
•Demonstrated experience in providing leadership in the administration of a large grant program with collaborative partners.
•Extensive knowledge of the methods, principles, and practices of grant management, including the preparation and control of operating and capital budgets.
•Experience in designing and implementing training and education programs.
•Ability to solve problems creatively to meet program goals and objectives.
•Superior communication skills required with the diplomacy to meet and work productively with a variety of constituents, both internally and externally.
•Computer proficiency required in Microsoft Word, Excel, PowerPoint, and Google Docs.
•An understanding of, and sensitivity to, the diversity of socioeconomic, cultural, and ethnic backgrounds is required.
