Title: Regional Transmission Organization Analyst
Unit: Utility Regulation
Salary Range: $90,000 - $115,000
FLSA Status: Exempt
Location: Oklahoma City, OK
Position Summary
The Office of Attorney General’s Utility Regulation Unit represents and protects the interests of the state’s utility customers in administrative and civil proceedings affecting utility rates, charges, and terms and conditions of service. The Attorney General is the State’s principal consumer advocate working to keep utility customer’s rate reasonable and affordable.
Oklahoma is part of the Southwest Power Pool (“SPP”), which is a Regional Transmission Organization (“RTO”). The Office of the Attorney General is seeking an individual to serve as an expert on SPP/RTO issues. The successful candidate will primarily be expected to monitor and represent the Office of Attorney General at SPP meetings and some travel to such meetings will be necessary. The expert will work directly with office leadership to determine Oklahoma’s advocacy with SPP, including voting. The successful candidate will also serve as an expert witness in proceedings before the Oklahoma Corporation Commission, presenting complex SPP/RTO related information in utility rate cases.
Essential Functions
- Researching and reviewing complex data produced by sophisticated companies and SPP
- Serve as the Attorney General’s leading expert on SPP/RTO issues
- Monitor and attend SPP meetings
- Prepare written recommendations based on research
- Prepare discovery for open cases
- Communicating with internal and external stakeholders
- Providing live testimony as an expert witness in administrative proceedings at the Oklahoma Corporation Commission
- Other duties as assigned
Required Qualifications:
A qualified candidate must have relevant experience in the energy sector. Candidate must be comfortable presenting complex issues and ideas to attorneys, other experts, and in administrative proceedings.
- Strong writing and oral communication skills;
- Demonstrate strong, efficient research and analytical skills;
- Strong time management and organizational skills;
- Capable of working concurrently on multiple projects;
- Ability to work independently and collaboratively.

Remote Work
This position will have the option to work remotely one day per week, but otherwise expected to work in person at the Oklahoma City office.
