About The Role:
We are seeking a skilled Project Manager for a full-time, 6-month (with the opportunity to extend) 1099 contract to support electric vehicle (EV) voucher processing efforts. This contractor will oversee software development and data-focused projects within the Data Insights and Analytics (DnA) team, specifically targeting medium- and heavy-duty EVs, buses, and innovative mobility solutions.
As part of the Tech Team, the contractor will lead day-to-day coordination of HVIP voucher processing projects—driving progress on software development, data collection, and continuous process improvement. Using Waterfall and Agile methodologies and tools such as Jira, this role will manage project workflows, run team meetings, and ensure strong cross-team collaboration and execution.
This contract role will play a key part in delivering the next phase of HVIP program success. Responsibilities include managing project scope, timelines, and budgets; aligning team resources; documenting requirements and policy changes; and synthesizing data outputs for internal and external stakeholders. A background in technical project management—especially within data or software environments—is highly preferred.This is a unique opportunity to contribute to impactful transportation software solutions and accelerate California’s transition to zero-emission vehicles.
CALSTART values transparency and strives to provide as much information regarding compensation as possible. The rate for this 1099 contract position is $50 per hour.
This is a 40 hour per week contract position with the possibility to extend as well as convert to full time if the needs arise.

What You’ll Do:
- Lead HVIP Voucher Processing Projects: Oversee and manage electric vehicle voucher processing projects, ensuring timely delivery, budget adherence, and alignment with the organization’s goals. Support software development efforts and data collection to enhance project outcomes.
- Facilitate Cross-Functional Collaboration: Work closely with the Data Insights and Analytics (DnA) team, developers, business analysts, and stakeholders to coordinate across multiple teams and departments, ensuring smooth execution of project tasks.
- Manage Agile Projects Using Jira: Utilize the Agile framework and Jira to track project progress, run sprints, facilitate daily stand-ups, and manage the backlog. Ensure that teams stay on task and that roadblocks are quickly identified and removed.
- Document Technical Requirements & Policy Changes: Capture and maintain detailed documentation of policy changes, technical requirements, and project status. Ensure that documentation is up-to-date and accessible for both internal teams and external stakeholders.
- Support Stakeholder Engagement: Regularly interact with external stakeholders, including government agencies and transportation industry partners, to gather feedback, share data insights, and disseminate project findings to drive market acceleration for electric vehicles.
- Drive Process Improvement: Identify opportunities to streamline project processes, improve team collaboration, and increase efficiency through Agile practices, meeting facilitation, and continuous improvement initiatives.
- Provide Team Leadership: Guide and mentor team members, ensuring alignment on roles and responsibilities, while promoting a positive and results-driven team environment. Work alongside the Business Analyst to ensure that all technical requirements are well-defined and met.
