The Federal Reserve Bank of St. Louis serves as a fiscal agent to the U.S Department of the Treasury, Bureau of the Fiscal Service. The Treasury Support Center (TSC) is a national help desk that provides support for 12 Treasury financial applications consisting of Fiscal Accounting Operations (FAO), Payment Management (PM), Debt Management Services (DMS), and Revenue Collections Management (RCM). The user base for these applications consists of government agencies, financial institutions, and government vendors.

The TSC provides a variety of services to customers, including working with customers by phone and email, provisioning user access management, troubleshooting user access issues, completing user recertification for Treasury applications, and developing application-specific training resources.
The TSC is looking for a Training Coordinator to lead the modernization of the department’s training program and manage department communications. This role will report to an assistant manager and will be responsible for developing an effective training program through the assessment of current and future training needs, coordinating ongoing training opportunities, planning, designing, and creating instructional materials, and exploring new methods to nurture employee knowledge. In addition, this position will help coordination across teams by partnering to prepare for implementation of critical technology projects, process improvements, and efficiencies to strengthen operational readiness to meet established service level agreements.

Responsibilities

  • Ensure the design, development, and delivery of internal and external department communications.
  • Create training schedules, manage training materials storage, and maintain training records for the department.
  • Map out training plans for individual employees, monitor progress, and completion.
  • Gather and evaluate information on previous training to make recommendations on materials, methodology, and areas that need additional training.
  • Collaborate and consult with team members to identify, design, develop, and implement learning solutions, applying instructional design standards and best practices.
  • Scan the environment for new technical skills, knowledge, or capabilities to influence learning solutions (ex: online, instructor-led, virtual, facilitation, etc.) and share knowledge with others. Facilitate learning through a variety of delivery methods.
  • Transfer knowledge and expertise to other team members. Delegate training tasks, evaluate performance, and provide appropriate feedback to program participants and training facilitators.
  • Track and create reports on training outcomes.
  • Design and apply assessment tools to measure training effectiveness.

Qualifications

  • Bachelor's degree or commensurate experience.
  • 5+ years of training or instructional design experience.
  • 3+ knowledge of learning management systems.
  • 3+ knowledge of competency assessment.
  • Certification such as ASTD (American Society for Training and Development) preferred.
  • Experience with tailoring communications including the messaging, delivery, and level of detail for the audience.
  • Experience with effectively cultivating collaborative and consultative relationships with team members.
  • Experience with online business environment including use of Microsoft O365 suite, Teams audio/video conferencing, and other business applications, platforms, and software.
  • Experience with development software to create a variety of learning materials and solutions.
  • Travel (5%) 
  • Position requires U.S. citizen or lawful permanent resident with three or more years of U.S. residency. 
  • Candidates with less experience may be considered at a lower job grade or salary

Salary: $92,500-$118,000
