Senior Project Manager, National Guard Youth Challenge Program (NGYCP)

Banyan Global seeks a Project Manager to support the National Guard Youth Challenge Program (NGYCP) by overseeing training, assistance, and performance assessment efforts to enhance program effectiveness. NGYCP provides military-based training, life skills education, and academic support to at-risk youth, helping them develop the necessary skills to complete high school, gain employment, and contribute to their communities. The program operates in 46 locations across 28 states, the District of Columbia, and one U.S. territory, under the oversight of the National Guard Bureau (NGB) and state National Guard Adjutant Generals.

The Project Manager will be responsible for analyzing program performance, coordinating technical assistance, and supporting training initiatives to improve NGYCP’s enrollment, retention, and graduation rates. This role requires a data-driven approach to identifying program challenges and working with state and federal stakeholders to enhance long-term youth outcomes.

 

This position is based in the United States and is contingent on funding.

Responsibilities

Program Management, Data Analysis & Evaluation

• Develop and implement training, assistance, and assessment plan to improve NGYCP program performance.
• Analyze youth metric-based data to assess recruitment, retention, academic achievement, and long-term participant outcomes.
• Support the development and implementation of a statistical evaluation tool to measure NGYCP effectiveness, updating findings quarterly.
• Provide recommendations for program improvements, policy updates, and training strategies to address program challenges.
• Assist in the development of a National Database framework for tracking NGYCP participant progress and post-program outcomes.

Training & Technical Assistance

• Conduct on-site visits and training workshops to support NGYCP staff development and program operations.
• Assist NGYCP locations in implementing standardized training curricula and evaluation methods.
• Provide ongoing technical support to ensure state-level compliance with federal program requirements.
• Expand staff training by reviewing and updating NGYCP Staff Trainer Certification Courses and recommending new initiatives.
• Implement regional and national training workshops focused on cadet retention, mentor engagement, and staff development.

Stakeholder Engagement & Compliance

• Collaborate with NGB, state program directors, and other stakeholders to align program objectives with federal policies and regulations.
• Provide quarterly program assessments and briefings to senior leadership on NGYCP effectiveness and areas for improvement.
• Oversee program reporting and compliance monitoring to enhance operational consistency across NGYCP sites.
• Publish quarterly NGYCP newsletters highlighting program updates, training opportunities, and best practices.

Qualifications

• Education: Bachelor's degree in Finance, Accounting, Business, Public Administration, or a related field. Master’s degree in Finance, Accounting, Business, or a related field preferred.
• Experience:
  • 5 years of experience managing large, complex federal government projects.
  • 5 years of management experience in residential youth outreach programs.
  • 5 years of experience analyzing youth metric-based data to assess program effectiveness.
  • Experience working with government or military-affiliated programs preferred. 
• Skills:
  • Excellent written and verbal communication skills, with the ability to engage and collaborate with diverse stakeholders.
  • Strong project management skills, with the ability to oversee multiple initiatives simultaneously.
  • Strong analytical and problem-solving abilities, with experience in data tracking and reporting.
  • Familiarity with federal and state regulations governing youth training and education programs preferred.
