Primary Purpose:
To provide administrative leadership and expertise in managing federal programs and grants and overseeing the district's Transportation and Custodial Departments. The Director coordinates the development, implementation, monitoring, evaluation, and auditing of state and federal grant programs while ensuring programmatic and financial compliance with ESSA, EDGAR, Board policy, grant guidelines, and all applicable regulations. The Director develops procedures and annual budgets, provides technical assistance to district and campus personnel, monitors funding priorities and regulatory changes, and serves as the primary liaison among district administrators, support departments, and campus leaders. The Director collaborates with district leaders to ensure efficient operations, responsible use of resources, and continuous academic improvement that supports student success.

Qualifications:
Education/Certification:
Master's degree in business, accounting, or public administration

Special Knowledge/Skills:
Knowledge of the selection, training, and supervision of personnel
Knowledge of wage and salary, benefits, and employee communications programs
Knowledge of school employment law and hearing procedures
Ability to implement policy and procedures
Ability to interpret data
Ability to manage budget and personnel
Strong communication, public relations, and interpersonal skills

Experience:
Five (5) years of administrative experience. 
Three (3) years of experience in administering federal and/or state grants and/or managing budgets and funding
Major Responsibilities and Duties: 
Federal Programs, Transportation, and Custodial Services
Coordinate, administer, monitor, and evaluate all assigned federal and state programs and grants, including ESSA, Title I Parts A and D, Title II, Title III, Title IV, Title V, Rural and Low-Income Schools (RLIS), State Compensatory Education (SCE), ESSER, TCLAS, safety grants, and other special-purpose grants.
Administration of Federal Programs, Transportation, and Custodial Services
1.    Coordinate, administer, monitor, and evaluate all assigned federal and state programs and grants, including ESSA, Title I Parts A and D, Title II, Title III, Title IV, Title V, Rural and Low-Income Schools (RLIS), State Compensatory Education (SCE), ESSER, TCLAS, safety grants, and other special-purpose grants. 
2.    Prepare and submit the annual ESSA Consolidated Grant Application, RLIS application, and other federal or state grant applications, amendments, negotiations, and compliance reports to the Texas Education Agency. 
3.    Ensure all assigned federal and state programs and the Transportation and Custodial Departments comply with applicable federal and state laws, ESSA, EDGAR, Texas Education Agency requirements, State Board of Education rules, grant conditions, safety standards, Board policies, and district procedures. 
4.    Develop and administer budgets for federal and state programs and the Transportation and Custodial Departments based on documented needs, compliance requirements, district priorities, approved applications, and required spending timelines. 
5.    Prepare and submit annual federal program, transportation, and custodial budgets and supporting documentation to the Business and Finance Office. 
6.    Determine and distribute federal and state program allocations to campuses and district departments using applicable funding formulas, identified student needs, and program requirements. 
7.    Assist campuses and departments in developing budgets and using federal, state, and State Compensatory Education funds effectively and appropriately. 
Fiscal Management and Purchasing for Federal Programs, Transportation, and Custodial Services
8.    Review and approve purchase orders, invoices, expenditures, service contracts, budget transfers, and other financial transactions for federal and state programs and the Transportation and Custodial Departments to ensure accuracy, allowability, operational need, and compliance with approved budgets and district procedures. 
9.    Review and reconcile financial and expenditure reports and coordinate with the Business and Finance Office to ensure expenditures are properly recorded and grant funds are drawn down accurately and within required timelines. 
10.    Coordinate with the Business and Finance Office on comparability, inventory, audits, fiscal monitoring, internal controls, and other compliance requirements for federal and state programs and the Transportation and Custodial Departmen
