About the role

The National Consultancy:

National Consultant Finance and Administrative Support will work under the supervision of the Programme Analyst (PA) for programmatic and MPTFO-specific results, and the Administrative and Finance Associate (AFA) for operational and financial compliance. To ensure a balanced 50/50 workload distribution and avoid duplication of effort, the consultant’s monthly deliverables will be harmonized through a joint work plan agreed upon by both supervisors at the start of each month.  The project assistant will provide project related deliverables according to the approved workplan(s).  

The UNFPA Georgia CO team will provide feedback and guidance to the consultant throughout the assignment. UNFPA will provide office space and equipment as applicable for the assignment.  

 

Estimated Duration:

1 June – 31 December 2026 (Renewable based on performance and funds).

Purpose of Consultancy:

To provide specialized financial management and administrative support to the UNFPA Georgia Country Office (CO).  

The consultant will ensure effective financial monitoring and reporting across multiple UNFPA Georgia CO projects and provide dedicated technical assistance for the launch and implementation of a new Joint Project Strengthening Civic Space through Inclusive Rural Participation in Georgia  Multi-stakeholder Partnership project under the Multi-Partner Trust Fund Office (MPTFO)  

As the Administrative Agent, the UNFPA requires robust project setting, financial accountability, and operational infrastructure to support participating UN organizations (PUNOs), donors, and stakeholders.  

 

The consultant will ensure full compliance with UNFPA’s financial and administrative regulations while delivering the following:  

1. MPTFO Project Setting and Financial Assistance 

  • Facilitate the administrative setting of the project, including processing of Requests for Disbursements where UNFPA acts as the Administrative Agent. 
  • Provide financial assistance to participating entities regarding and budget structures. 
  • Support the preparation and revision of consolidated budgets to meet complex donor requirements.  
  • Consolidate financial reports for the MPTFO and other donor-funded initiatives, ensuring accuracy and strict adherence to deadlines. 

2.  Financial Management and Monitoring 

  • Perform monthly analysis of expenditures against project budgets and proactively flag anomalies for corrective action.  
  • Ensure the accuracy of financial documentation and prepare requests for direct payments with full legal supporting documents. 
  • Assist the Programme Analyst with the Results and Resources Plan (RRP)  revisions and mid-year reviews.  

3.  Administrative, HR, Procurement  and Logistical Support 

  • Manage the recruitment cycle for consultants, including drafting contracts and maintaining audit-ready records, strictly following the Georgia CO adapted internal SOP for contracting individual consultants.
  • Assist in preparation of procurement plans, requisitions, receipts of goods and services, and collect quotations in accordance with UNFPA Procurement Policies, actively leveraging Long-Term Agreements (LTAs) from sister UN agencies where applicable to achieve best value for money.
