SOCOM Defense Property Accountability System (DPAS) Support

Caladwich Consulting is seeking a Senior Program Manager to assist SOCOM J4 in implementing and systematically maintaining the Defense Property Accountability System (DPAS) Warehouse, Maintenance & Utilization (M&U), Registry, Property Accountability, Force Management, and Materiel Management modules across all Special Operation Forces’ supply support activities. DPAS is the only authorized Accountable Property System of Record (APSR) approved by the DOD.  This PM will Direct and oversees the DPAS program manpower effort including real-time tracking and effective management of numerous ongoing activities, personnel, and requirements


Duties/Responsibilities:

• Oversee DPAS program work scheduled including real time tracking and effective management of numerous ongoing activities

• Assists in the validation of cost proposals and works closely with the subcontractor to ensure all project objectives are met

• Conduct pre-project planning as needed for multiple ongoing programs.

• Ensure the timely recruitment and onboarding of new hires IAW USSOCOM personnel guidelines.

• Ensure the appropriate management and personnel actions as required.

• Execute day-to-day management and administration contract personnel

• Utilize, control and re-direct contractor workforce as necessary to complete tasks in accordance with scheduled milestones and budgetary constraints.

• Develops logistical processes utilizing statistical process control methodology.

• Develop and implement action and solution-oriented approaches to problem solving, to support DPAS implementation.

• Perform quality checks on all work products and interact continually with Government Contracting Officers

• Discuss concerns and ensure total product/service satisfaction with customer.


Requirements

  

Qualifications / Required Experience:

· Working knowledge of Defense Property Accountability System (DPAS) Warehouse, and Materiel Management modules all Special Operation Forces’ supply support activities.

· High-level proficiency in PowerPoint Proficient in Microsoft Office applications including Word, Excel, and MS Office 365.

· Proficient in strategic communications: working with internal and external customers to provide recommendations for a way forward that would include implementation at the organization level once approved by Government stakeholders within the outlined functional areas below.

· Ability to multitask and prioritize.

· Ability to plan, organize and coordinate work activities toward the successful accomplishment of a task, goal, or project.

· Ability to communicate both orally and in writing, with customers, communities of practice, peers, and stakeholders. 

· Excellent Communication, interpersonal, and presentation skills


Other Requirements:

· Master's Degree in any Business-related field OR any Bachelor's degree and additional 5 years (total 15 years) in DoD organizations, as military or government civilian OR similarly situated government OR commercial organization.

· Minimum 15 Years of combined experience with DOD or other federal agency in Financial Management, Program Management, IT, Material Management or Logistics

· Minimum 5 years Program/Project Management (PMP) experience

· Certified as Program/Project Management Professional (PMP) or DAWIA Level III PM certification or additional 5 years' (total of 10 years) Program/Project Management experience

· DAU Lifecycle Logistics Level I certified

· Secret Clearence Required

· Must be able to pass background investigations including a FBI fingerprint check and a National Agency Check with Inquires (NACI) adjudication.
