About the role

The Community Services Program Coordinator III is a grant-funded position that is renewable based on continuation of project funding. The person in this position will monitor multiple grants allocated by the ARCHES Project to community partners, ensuring contract compliance, overseeing spend down rates, data reporting and/or Coordinated Entry participation, as well adhering to ARCHES funder requirements. The Community Services Program Coordinator III will also be the contact point for questions from sub-recipients

MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION and/or EXPERIENCE

  • Associates Degree in Human Services, Business Management, or a related field. Advanced degree preferred.

  • Two years of grant compliance or grant writing experience.

  • Equivalent combination of education and experience may be considered.

KNOWLEDGE, SKILLS & ABILITIES

  • Two or more years of experience with homeless service delivery is preferred.

  • Basic proficiencies in computers, and MS Office products, database software and web tools. Must possess excellent planning, organization and time management skills.

  • Ability to follow verbal and written instructions, communicate effectively both verbally and in writing; write reports and business correspondence.

  • Ability to proficiently read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Driver qualifications are required for this position. Valid driver license, insured vehicle available for use on the job, and a satisfactory drive record for the previous three years are required.

  • Candidate must pass a comprehensive MWVCAA background screening prior to employment.

ESSENTIAL DUTIES AND RESPONSIBILITIES This job description is not intended to be all-inclusive. Employee will also perform other reasonably related business duties as assigned by immediate supervisor and other management as required.

  • Assists in drafting of contracts and/or Memoranda of Understanding between the Agency and external sub-recipients.

  • Responsible for training sub-recipients to be compliant with terms outlined by the Agency and Oregon Housing and Community Services, including: how to verify income and housing status, data collection and reporting, and Coordinated Entry.

  • Monitors current contracts for compliance, spend-down rates, and Coordinated Entry participation.

  • Works within Homeless Management Information Systems (HMIS) to evaluate all Agency programs, as well as sub-recipient data quality.

  • Acts as primary point of contact between the Agency and Oregon Housing and Community Services (OHCS), and works collaboratively to troubleshoot data issues.

  • Tracks all data related to sub-recipient funding, processes billing payments, and coordinates with data entry team to ensure accuracy in Agency systems and databases.

  • Ensures HMIS entries comply with HUD data system requirements.

WORK ENVIRONMENT

  • Indoor work environment with frequent interruptions and demands.

  • Works with clients over the phone and in person.

  • Occasional exposure to outside weather elements.

  • Occasional urgent situations requiring law enforcement involvement and/or paramedic professionals.

  • Close quarters, often with a client population experiencing
