The Virginia Department of Social Services (VDSS), Division of Family Services is currently seeking a Program Consultant Sr. This position will serve as a chief program policy expert for foster care services and will be responsible for providing leadership in the Foster Care Program by planning, managing, developing, interpreting, implementing, and evaluating program policies and procedures for permanency services in Virginia. Analyzes and interprets federal and state laws and regulations; develops appropriate regulations and policy; assesses program implementation. Coordinates all policy and program development with key stakeholders to ensure uniform statewide service delivery on behalf of children and families. Collaborates with state and local agencies to improve foster care services and comprehensive delivery of services for children and families.

Minimum Qualifications

  • Extensive knowledge of child welfare services, programs and policies, specifically in foster care.
  • Knowledge of child development and family functioning.
  • Demonstrated ability to analyze and interpret federal and state laws and regulations.
  • Ability to communicate clearly and effectively in writing and orally.
  • Ability to facilitate workgroups and policy committees and manage conflict and develop consensus.
  • Ability to plan, organize, prioritize and manage work.
  • Ability to analyze and interpret statistical data, program results, and trends.
  • Skills to use personal computers, word processing and other software.
