Job Duties

The Department of Environmental Quality (DEQ) is seeking qualified candidates for the position of Manager, Office of Wetlands & Stream Protection. This position will plan, administer, organize, and manage the Office of Wetlands & Stream Protection by providing policy and technical support in order to ensure statewide program consistency. Manages resources, provides technical expertise, guidance and program management to multiple programmatic areas. Establishes and maintain regulations, policies, and procedures. Seeks and administers grants to support programs. Evaluates program activities to ensure regulatory compliance with the State Water Control Law and other State and Federal laws and regulations relating to the water protection programs.

Minimum Qualifications

• Considerable working knowledge of state and federal water and wetland statutes, regulations, and policies.
• Considerable working knowledge of program planning and evaluation and resource management.
• Considerable working knowledge of personnel management; and ability to lead and develop others
• Considerable working knowledge of grant management; policy analysis; and of public participation guidelines.
• Working knowledge of, and skill in, aquatic and wetland ecology, stream ecology, environmental sciences or engineering, and natural resource management.
• Demonstrated knowledge of DEQ Leadership and Management Competencies: demonstrates self-awareness, develops others, thinks strategically, and cultivates work relationships; and understands the business, achieves results, communicates proficiently, and applies technical skills.
• Ability to communicate effectively and to analyze and solve problems.
• This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required.

Additional Considerations

• Experience in biology, ecology, environmental science, and natural resource management or related field.
• Demonstrated experience in the technical and legal requirements of Section 404 and 401 of the Clean Water Act, and the Virginia Water Protection Permit permitting process.
• Experience with writing grant proposals, managing the day-to-day workflow of grant deliverables, providing quality assurance/quality control of grant deliverables, and contract management, including fiscal and procurement protocols for grant administration.
• Demonstrated experience in effectively managing public inquiries and conducting/facilitating public meetings.
• Professional Wetland Scientist and/or Professional Wetland Delineator certifications beneficial.
