Overview

The Capital Planning & Investment Controls Analyst III provides senior-level analytical support for capital planning and investment control (CPIC) activities. This role coordinates the preparation, consolidation, and review of information systems budgets, acquisition documentation, and business plans while ensuring compliance with approved investment strategies. The position plays a key role in financial oversight, governance compliance, and the development and enforcement of policies, standards, and methodologies related to capital investments.

Responsibilities

  • Support and coordinate capital planning and investment control activities in accordance with federal and organizational governance frameworks.

  • Lead preparation, review, and consolidation of client information systems budgets, acquisition documentation, and business plans.

  • Conduct in-depth analysis of financial reports and capital appropriation requests to ensure adherence to approved budgets and strategic plans.

  • Identify budget variances, compliance risks, and performance gaps; recommend corrective actions.

  • Assist in proposing, implementing, and enforcing policies, standards, and methodologies related to capital investment governance.

  • Provide analytical support for investment review boards, budget reviews, and strategic planning sessions.

  • Collaborate with financial, acquisition, IT, and program stakeholders to align capital investments with organizational priorities.

  • Prepare executive-level reports, briefings, and documentation supporting capital investment decisions.

  • Support integration of financial planning processes with automated systems and reporting tools.

  • Ensure compliance with applicable financial regulations, capital planning requirements, and audit standards.

Qualifications

  • Approximately eight (8) or more years of experience in capital planning, investment control, budgeting, financial analysis, or related financial governance roles.

  • Demonstrated experience coordinating complex financial documentation and business plans.

  • Familiarity with capital investment governance frameworks and federal financial oversight requirements.

  • Experience analyzing multi-year budget performance and capital appropriation requests.

  • Experience supporting policy development and enforcement initiatives.

  • Strong analytical, organizational, and problem-solving skills.

  • Ability to synthesize financial and programmatic information for executive review.

  • Proficiency in financial reporting tools and enterprise financial systems.

  • Effective written and verbal communication skills.

  • Ability to coordinate across multiple stakeholder groups in a structured governance environment.

Education

  • Bachelor’s Degree (BS/BA) in Business, Finance, Management, Information Systems, Public Administration, or related field required.

  • Industry certifications relevant to capital planning, financial management, or project governance preferred.
