Summary
The Procurement Analyst position is located at the State Parks Administrative Office in Baton Rouge, LA. The purpose of this position is to provide a professional specialist level of expertise with responsibilities in the areas of procurement, vendor identification and registration, state contracts, appropriate use of the LaCarte state purchasing card, reconciliation of invoices with procurement documents, WIFI and telecommunications installations at sites statewide, etc. They are also responsible for purchasing and coordinating capital outlay repairs, and construction projects from active budgets that span over 10 fiscal years of open project funding.

Examples of duties
Three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
Six years of full-time work experience in any field; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
As a Procurement Analyst, you will play a key role in supporting purchasing operations by analyzing procurement data, ensuring compliance with policies and regulations, and assisting in the development of efficient and cost-effective sourcing strategies. In this role, you will:
- Provides advice and technical assistance to State Park (OSP) field staff within the OSP system.
- Processes purchase requests up to Delegated Purchasing Authority (DPA) of $25,000, including LaCarte card purchases, yearly service contracts, daily need orders, emergencies, 729 projects, and field equipment or repairs to equipment.
- Prepares and submits requisitions to the Office of State Procurement over DPA of $25,000
