General Description
Under the direction of the Assistant Superintendent, Business Services, and the Director of MOT or designee, the Maintenance, Operations, Transportation & Safety Manager plans, organizes, and directs district programs related to facility maintenance, operations, grounds, risk management, safety, and transportation. This position ensures that all district facilities and fleet systems are maintained safely, efficiently, and in compliance with applicable laws, while also overseeing staff, systems, and processes that support long-term sustainability and district growth.
Primary Duties and Responsibilities
Depending on assignment, duties may include, but are not limited to, the following:
Department and Staff Supervision
- Supervises, evaluates, and supports maintenance, operations, grounds, and transportation staff; provides ongoing training and professional development.
- Oversees daily work order completion, ensuring efficiency, accountability, and accurate documentation in the district's work order system.
- Develops and implements preventive maintenance programs for district facilities and equipment, including HVAC, mechanical systems, and vehicles.
- Oversees purchasing of materials and supplies required to complete departmental work.
- Coordinates equipment and staff for setup and takedown of district-level events.
- Recommends staffing, hiring, promotion, and disciplinary actions as appropriate.
Maintenance, Operations, and Grounds
- Ensures facilities, systems, and equipment are maintained to the highest standards of safety, function, and appearance.
- Oversees maintenance schedules for mechanical systems, HVAC units, roofs, and building infrastructure.
- Conducts site inspections to identify maintenance or safety concerns and ensures prompt corrective actions.
- Provides direct support and guidance to Plant Managers at comprehensive school sites to maintain consistency and compliance with district standards.
- Maintains accurate records of maintenance activities, equipment inventory, and vendor service agreements.
- Promotes equitable access to safe, clean, and welcoming facilities for all students and staff by embedding safety and inclusivity standards in daily operations.
Transportation
- Oversees daily operations of the district's transportation program, including routing, scheduling, and dispatching for regular and special education transportation.
- Ensures timely and reliable transportation services to and from school sites, special events, and field trips.
- Administers state-required driver records, licensing, medical certifications, and Department of Motor Vehicles Pull Notice Program.
- Directs preventive maintenance and inspection schedules for all district vehicles to maintain compliance with safety requirements.
- Investigates and documents transportation-related incidents and ensures corrective measures are implemented.
- Ensures proper reporting, documentation, and post-incident review for all vehicle and facility accidents in coordination with Human Resources and Risk Management.
- Communicates effectively with parents, staff, and administrators to resolve transportation issues and maintain high service standards.
Safety
- Implements district safety programs, including emergency preparedness, employee safety training, and Injury/Illness Prevention Plan (IIPP).
- Conducts risk assessments and facility inspections to identify potential hazards and ensure compliance with OSHA, Cal/OSHA, and other applicable regulations.
- Oversees compliance with hazardous materials handling, AHERA asbestos management, and other environmental safety programs.
- Participates in safety committee meetings and maintains documentation for all required safety and risk management reporting.
