Compensation Range:

$86,482.00 - $129,723.00

The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.

Responsibilities:

Provides strategic leadership and has primary responsibility for the business, financial, and administrative management of a multi‐site academic and clinical enterprise. The Department includes the Complex Care Center, Golisano Specialty Care Clinic, the Golisano IDD Institute, Special Needs Dental Fellowship Programs, and intellectual and developmental disability (IDD) surgical and operating room activity at Strong Memorial Hospital, ensuring integration, fiscal stewardship, regulatory compliance, and continuous improvement.

This position partners closely with EIOH, hospital, and Medical Center leadership to ensure efficient, effective, and compliant operations while advancing the Department’s clinical, educational, research, and community missions.

ESSENTIAL FUNCTIONS

Clinical & Operational Administration

  • Oversees department activities to ensure efficient and effective operations across all entities. Responsible for organizing, maintaining and improving adequate, well-equipped facilities to carry out patient care, research and educational activities in an efficient, high-quality manner.
  • Provides direction to ensure that the department meets the requirements of applicable laws, regulations and standards related to clinical operations and billing compliance. Oversees quality assurance activities for clinical programs in collaboration with clinical and compliance leadership.
  • Maintains responsibility for purchases and approvals of major equipment, services, space, and materials.
  • Facilitates the development and implementation of new or revised programs, services, or operational initiatives.
  • Participates in performance evaluation of department activities and identifies opportunities to improve efficiency, effectiveness, and service delivery.
  • Develops, implements and interprets departmental policy and procedures for faculty, residents, staff, and students. Identifies policy problems and implements resolutions.

Financial Management

  • Develops, manages, and monitors operating, grant, and capital budgets for the Department. Evaluates all budgets for trends and accuracy.
  • Works with faculty and leadership regarding appropriate utilization of grants, contracts, clinical revenue, and gift/endowment funds.
  • Ensures fiscal control and compliance with University policies and audit standards. Performs internal reviews to improve the efficiency and collections of the scheduling and billing operations.
  • Develops, compiles, and ensures the production of financial reports, analysis, reconciliation, and problem resolution. Prepares projections and reports related to clinical productivity and account activity. Develops and implements corrective action and is accountable for appropriate follow-up.
  • Continually seeks to improve department financial condition; includes identifying opportunities, resolving issues, and keeping directors informed regarding status.
  • Promotes accurate billing, timely charge capture, and compliance with billing regulations.
  • Reviews practice plan and management reports to identify trends and opportunities for revenue enhancement and operational improvement.
  • Review and authorize payroll, requisitions, request for payments and other expense transfers as outlined in the EIOH policies and guidelines.

Human Resources

  • Works collaboratively with managers and leadership to identify, recruit, and evaluate staff across departmental divisions.
