Specific Responsibilities:

This is a Senior Human Services Program MGR-SES position in the Palm Beach County Health Department - TB Program responsible for coordination, and supervision of Surveillance activities, information systems, QI and training activities. This position works in close coordination with, and provides technical assistance to, the TB Control Program Records Technician. These responsibilities demonstrate the application of sound epidemiological principles—including surveillance, containment, and assessment—as they relate to tuberculosis. This position will assist the TB Control Program Manager in the formulation of policies and procedures. Work is performed under the supervision of the Public Health Services Manager F-SES. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHO) Information Security Policy, Protocols and Procedures. This position is designated as an Information Custodian for the TB surveillance data. Confidential Data Set: Health Management System (HMS) -TB. Access to HMS TB module for management and reporting purposes. This position may view, update, and/or release information in the performance of public health investigations as required by statute, Administrative Rule, or Departmental Policy.

 

Oversees data integrity for all information entered into the TB module and updates the TB database continuously. It reviews reported TB cases and suspects for delays, completeness, and other reporting issues. Coordinate with Nurse Case Manager to obtain missing data on the Report of Verify Case of Tuberculosis (RVCT) and promptly initiates RVCTs once sufficient data is available. Generates reports for the TB Control Program Manager, assists with completing and submitting RVCTs to Tallahassee and the CDC, and maintains accurate and uptodate local RVCT records.

 

Compile and analyze TB Surveillance data and generate demographic and clinical reports. Uses the Facebook computer system to locate information for stalled patient investigations and assists in training new employees. Assists the TB Control Program Manager in ensuring the timely completion and submission of all required statistical and narrative reports to the State Health Office and CHD headquarters. Identifies areas of high tuberculosis morbidity within Palm Beach County through analysis of current surveillance data. Assesses patterns of TB transmission among reported cases using DNA genotyping results.

 

Assisting in receiving and processing of Classes Electronic Disease Notification B1, and Electronic Disease Notification B2 as needed. Responsible for Inter-jurisdictional, correctional, and flight referrals. Oversees and transfer of the information to appropriate section such as Contact investigation, Nursing, and Clinic to complete required follow up activities. Responsible for tracking and ensuring all forms and updates sent to the CHD are complete and returned to the Bureau of TB and Refugee Health in a timely manner.
