Performs senior-level professional human resources management work in the Department of Human Resources. The work involves managing the risk management and safety function, conducting workplace misconduct investigations and grievance hearings, and serving as the staff coordinator of the Police Accountability Board and Administrative Charging Committee. Position reports to the Human Resources Deputy Director for work assignments and direction.
Essential Job Functions
Provides leadership and supervision of daily operations for human resources functions in the department, including managing, directing, training, and evaluating staff and recommending projects, policies and procedures.
Recommends and implements measures to enhance risk and safety performance for the County; oversees staff managing safety programs and risk assessment; establishes, documents, and maintains safety policies, programs, and safety rules; ensures incidents are reviewed and appropriate actions are taken to prevent future loss.
Serves as staff coordinator to the Calvert County Police Accountability Board (CCPAB) and the Calvert County Administrative Charging Committee (CCACC). Attends board meetings and advises the CCPAB and CCACC on procedures, confidentiality, training, and matters related to the complaints and investigations of police misconduct filed by members of the public. Establishes and maintains policies and procedures related to the CCPAB and CCACC.
Provides oversight of the daily workflow of the risk management and safety team.
Investigates discrimination, harassment, retaliation, employee misconduct, or sexual harassment complaints; ensures appropriate responses to reports of workplace misconduct in accordance with County policies and procedures.
Ensures prompt, thorough, and fair investigation of workplace misconduct; serves as a neutral factfinder, interviewing relevant parties, gathering, compiling, and analyzing relevant documents and information, and assessing witness credibility before reaching sound legal and policy conclusions; presents case information through effective oral and written communication and delivering timely reports; works with departments, human resources representatives, and legal counsel where appropriate and necessary.
Resolves problems in the investigation process; identifies training needs; discusses effectiveness of investigations and investigative techniques, policies, and regulations; recommends improvements to processes and assisting in the development of action plans to improve processes; assists in monitoring the quality and quantity of investigations conducted.
Assists in the development and maintenance of policies and procedures for responding to workplace complaints that comply with applicable State and Federal laws and regulations.
Facilitates grievance hearings in accordance with County policy and within established timeframes.
Maintains appropriate records and prepares complex and confidential correspondence, memoranda, reports, etc.
Oversees OSHA, ADA, and EEOC and enforces compliance with these and other applicable Federal, state and local laws and regulations. Assists, interprets and explains to department heads, supervisors and employees compliance with applicable policies and procedures.
Attends Board of County Commissioners meetings and conducts public hearings.
Researches, writes, and develops policies and amendments for Personnel Chapter of the County Code and Risk Management and Safety Manual.
Works on special projects as needed.
