OVERALL DESCRIPTION

The Manager of Project Development position requires an extensive background in Engineering/Architecture, as well as knowledge of best business practices. The Manager of Project Development in the Planning Division assist the Director in capital project development process for projects originating within the Planning and Strategy Division. The manager will assist the Director in writing project scopes as well as the creation of Project Management Plans for projects before they are transitioned for project delivery. The Manager will work on any Real Estate or NEPA activities as they related to the project. The Manager will coordinate and provide Planning and Strategy Division comments on capital projects during project delivery related to design review, public outreach, and stakeholder coordination. The Manager will come in contact with many people at higher organizational levels, both within SEPTA and outside the Authority. 

SPECIFIC RESPONSIBILITIES

 

1. Manages all development and scoping aspects of 3rd party and in-house projects, as assigned by the Director of Project Development, to ensure that project planning, design, implementation, and completion meet the requirements and needs of SEPTA and the requirements of all the agencies, governments, special interest groups and the general public to which SEPTA is responsible.
2. Prepares Requests for Proposals, manage consultant contracts, and coordinates design concepts and reviews with Operations Departments.
3. The Manager of Project Development plans, develops, coordinates and directs large and important projects or a number of smaller projects, and would have the responsibility of managing a multi-discipline project management team. They may also manage a small research, feasibility study or investigative project with a complex or novel issue requiring development of new or improved techniques and procedures.
4. Leverages technology and facilitates all digital procedures, forms, approvals and training for the project development processes.
5. Responsible for creating budgets, schedules, force account plans for projects and working with Capital Budgets and Grant Development for acquiring funding sources.
6. The Manager will liaison with appropriate Federal, State, City and local government agencies, Department Managers within and outside of SEPTA to coordinate design requirements with consultant design for assigned projects.
7. Other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

 

• Bachelor’s Degree in Engineering, Architecture, Planning or related discipline with extensive engineering experience including eight (8) years progressively responsible management experience in design, construction, and/or project management within government/public sector is required.
• Experience in managing large and complex projects for diverse industries and utilizing Project Management Professional (PMP) principals in terms of scoping, work breakdown structure, scheduling, and budgeting.
• Must possess strong interpersonal skills and the ability to deal effectively, with a wide range of professional, supervisory, and management personnel at all levels of the organization.
• Must possess strong analytical skills with a proven ability to handle and resolve complex problems related to engineering, construction, project management, and contract administration issues.
• Excellent verbal and written communication skills with the ability to organize and present technical information and project presentations to various levels of management required.
• Must possess a valid driver’s license.
• Excellent interpersonal, verbal, and written communication skills required. Position requires interface with different internal departments and external organizations, preparation of technical and policy-level reports and verbal presentations.
