Position Overview

The Department of Human Services Office of Inspector General (OIG) is seeking to hire a Medical Analyst for its Cook Bureau of Investigations.  OIG investigates allegations of abuse, neglect, and financial exploitation, in addition to all reportable deaths at state-operated facilities and community agencies.  The Medical Analyst will provide their written medical opinion and advise investigative staff on cases involving complex medical issues. The Medical Analyst will be responsible for interviewing agency and facility staff, reviewing medical records, and providing policy and procedure recommendations for OIG.  OIG’s mission is to ensure that individuals with disabilities are treated with respect, dignity, and care.

Job Responsibilities

1. Serves as medical analyst in the investigation of abuse, neglect, financial exploitation, deaths or serious injuries in state-operated facilities and community agencies.
2. Travels to conduct and/or assists in confidential, sensitive and complex investigations concerning reports of deaths and/or medical abuse/neglect, financial exploitation.
3. Travels to conduct in-service training courses in the respective regions on the prevention and investigation of abuse and neglect programs relative to the medical/nursing perspective for OIG staff, community agencies, state-operated facilities, network managers, and DHS staff.
4. Gathers information needed to appropriately assess death intakes as to likelihood of abuse or neglect.
5. Using medical knowledge and familiarity with nursing practices, makes recommendations relating to investigative materials needed, investigatory procedures and techniques.
6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to completion of four (4) years college.
2. Requires three (3) years of progressively responsible administrative experience in a public or medical organization.
3. Requires a valid State of Illinois license as a registered nurse.

Preferred Qualifications

1. Four (4) years of professional experience with medical/nursing procedures, practices, and standards of care.
2. Three (3) years of professional experience writing complex reports.
3. Three (3) years of experience working as a registered nurse in an adult critical care or emergency department.
4. Two (2) years of professional experience in a public or private organization handling confidential health information.
5. Two (2) years of professional experience utilizing critical thinking skills while working on multiple projects.
6. Two (2) years of professional experience training staff on latest trends and nursing standards.
