** The ANS QA Analyst safeguards grant compliance, strengthens program quality, and elevates customer
experience across ANS programs. This position is responsible for conducting strategic reviews, developing
and delivering training on data systems and documentation standards, overseeing the financial
management of grant funds, and coordinating service quality monitoring activities. Success requires
expert knowledge of funder requirements and evidence-based practices (e.g., Trauma-Informed Care,
Critical Time Intervention, Motivational Interviewing) to support staff training and continuous
improvement.
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Plan, organize, and conduct Strategic Reviews (Strat Reviews) to verify compliance with grant
requirements across all ANS programs; document findings and track corrective actions to
resolution.
· Develop, maintain, and update QA tools, forms, SOPs, policies, and documentation to reflect
current requirements and best practices.
· Design and continuously improve data systems, forms, dashboards, and tracking tools in
collaboration with program staff and stakeholders to ensure data accuracy, reliability, and
consistency.
· Develop and implement documentation standards and performance measurement processes for
new and existing programs, ensuring alignment with compliance and reporting standards.
· Train and support staff on QA processes (E.g., Start review), data collection protocols, data
systems, documentation standards, and compliance requirements. Including onboarding and
refresher trainings.
· Evaluate program operations and data quality, proactively identifying and resolving errors,
inconsistencies, and compliance risks ahead of audits and emerging trends.
· Participate in external audits and funder monitoring visits, providing documentation and QA
support.
· Research and recommend tools, systems, and technologies to improve monitoring, efficiency,
and service delivery.
· Standardize key performance indicators (KPIs) and outcomes across programs to ensure
consistent reporting practices and implement QA check-in processes to assess performance and
identify strengths and improvement opportunities.
· Monitor program performance, outcomes, and compliance indicators, escalating risks to the
Principal Analyst and Program leadership with actionable recommendations.
· Conduct limited monitoring of kitchen meal service operations and delivery activities, which
includes review of meal counts, food temperature logs, driver logs, route documentation, and
service records to ensure compliance with nutrition program standards, grant requirement and
program outcomes.
· Maintain a working knowledge of basic kitchen and food service supply chain operations to support effective quality monitoring.
· Review complaints and incident reports and implement corrective actions to improve service quality.
· Coordinate and conduct monitoring visits to VOA Colorado and community partner/sub-grantee sites to assess compliance and adherence to best practices; escalate systemic issues with clear recommendations.
· Conduct site checks twice a year to verify adherence to program guidance and share findings with the Principal Analyst and program leadership.
· Participate in Program Evaluation and Review committees, providing QA insights, data analysis, and recommendations.
· Communicate data definitions, sources, and usage guidelines to support program evaluation/review and decision-making.
· Monitor grant expenditures and financial performance, ensuring timely spend and compliance with funding requirements; minimize reliance on internal accounts (e.g., account 4600) in alignment with financial policies.
· Identify and communicate financial or compliance risk indicators to Program Leadership and Principal Analyst; trigger start review focus when needed.
· Partner with Accounting and program leadership to identify training needs related to financial processes and incorporate them into QA activities/check-ins.
