This position is in the Bureau of Overseas Buildings Operations (OBO), Operations Directorate (OPS), Office of Cultural Heritage (CH). As the single real property manager for the Department’s overseas property, OBO has the responsibility to conserve and maintain diplomatic and consular posts abroad. In that role OBO seeks to preserve historically and culturally significant buildings, properties, and artifacts in its care. CH accomplishes it mission through conservation of internationally recognized registered and non-registered DOS facilities overseas and the preservation of cultural assets housed in these facilities.
OBO/OPS/CH is responsible for the Department of State's (DOS) historically, culturally, or architecturally significant properties. OBO/OPS/CH’s stewardship involves education, and proper maintenance and conservation. This policy pertains to movable and immovable heritage properties and assets of historic, cultural, architectural, archaeological, and ethno-anthropological interest. This includes archaeological sites, landscapes, buildings, structures, fine arts, decorative arts, works on paper, and other cultural heritage items.
Job Duties:
The Senior Program Advisor will serve as the Subject Matter Expert (SME) and will support and advise on all activities associated with: (1) developing policies and strategies related to the grants, outreach, and fundraising, and marketing efforts necessary to ensure the conservation and restoration of DOS heritage properties and artifacts; (2) the identification of major projects and the execution of complex interdisciplinary projects; (3) determining the funding required for specific projects and identifies funding/donor sources; and (4) prioritizing projects, and determine outreach/fundraising approaches and sources. Additionally, the incumbent performs tasks and assignments that typically include, but are not necessarily limited to, the following:
- Advises on the most effective approaches for developing collaborative programs, securing the engagement of key stakeholders, and developing strategies that ensure Cultural Heritage goals and priorities are clearly communicated to internal and external partners.
- Provides professional direction and advice in the identification of potential donors for projects including individuals, companies, and foundations.
- Analyzes the nature and scope of the public relations, grants, and fundraising efforts needed to effectively execute the Office’s policies, programs, and priorities.
- Researches and develops plans to leverage private sector expertise and public-private partnerships to complement U.S. research efforts
- Designs and conducts comprehensive studies to identify the effectiveness of outreach and fundraising efforts as well as the identification of heritage assets in need of conservation, develops evaluation criteria, and proposes solutions to increase program efficacy.
- Provides expert guidance, justifies, and defends recommendations, and advises on negotiation issues requiring reconsideration of programmatic and conservation priorities, expenditure of substantial resources, and implementation of innovative marketing and outreach efforts.
- Employs and, as necessary, develops data base and electronic tracking and reporting systems which document cultural heritage assets, potential donor sources, and donor interests and concerns.
- In coordination with the External Affairs and The Fund to Conserve U.S. Diplomatic Treasures Abroad (The Fund), the incumbent identifies projects and partners, resolves conflicting fundraising strategies, program goals and objectives that may derive from variations in DOS/donor interests, and advises on marketing materials that can be used for fundraising.
- Advise on executing Office initiatives in marketing, branding, fundraising, public relations, Web site management, social media, and press activities.
- Prepares office and post personnel to speak on issues related to the heritage collection.
- Remains abreast of the latest developments in philanthropy and fundraising standards, techniques, and methods.
- Conducts additional studies and analytical assignments at the direction of the supervisor and as directed, undertakes ad hoc assignments that further advance and facilitate the successful implementation of the program coordinated and monitored by the Office.
Liaison/Coordination:
The incumbent engages in innovative collaborative problem solving with a wide range of DOS/Post and private sector stakeholders, including External Affairs, ambassadors, foreign country representatives, individual donors, and various company and non-profit foundation representatives.
