Position Overview

 

This position is accountable for developing and administering the department’s digital construction documentation program, including the development of documentation standards and policies to ensure uniform construction documentation practices across the state. Through the application of new technologies, this position works to streamline the department’s construction oversight activities. This position also directs updates to the Construction Manual, performs technical reviews of special studies related to the bureau, participates in research projects, and conducts and/or coordinates training as part of departmental Specific Task Training Program (STTP).

Essential Functions

  • Develops policies and procedures that provide effective support of contract payments.
  • Establishes uniform construction documentation practices through training and observing documentation practices at district offices and various governmental agencies.
  • Ensures continued implementation and development of Construction and Materials Management System (CMMS) on a statewide basis.
  • Considers innovative technologies to streamline Illinois Department of Transportation’s (IDOT) construction management, and provides for procurement of new applications, software and/or equipment as needed.
  • Directs revisions to the Construction Manual and Construction Memoranda to ensure current practices, procedures, and form changes are incorporated in a timely manner.
  • Provides technical review for management of special studies and participates in research projects as needed.
  • Maintains a clear understanding of required materials testing information; and develops and implements changes, as needed, in construction documentation requirements statewide.
  • Motivates, evaluates, and develops staff to maintain a high level of employee morale and work performance.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Current registration as a Licensed Professional Engineer in the state of Illinois.
  • Eight years of experience in civil engineering.
  • Three years supervising staff and managing engineering functions.

Preferred Qualifications

  • Experience developing or working with the Standard Specification for Road and Bridge Construction, contract plans, and special provisions.
