About the Position

Dexis Professional Services is recruiting for an Operations Research Analyst to advise on the provision of business and economic analysis services for the Federal Emergency Management Agency’s (FEMA) National Business Emergency Operations Center (NBEOC). The NBEOC is responsible for improving and directing information-sharing between government partners and business leaders, stakeholders, and organizations before, during and after disasters. The Center works to connect state, local, tribal and territorial governments with their relevant FEMA regional office as well as NBEOC’s national business and industry network. 

The Operations Research Analyst will apply mathematical modeling and other optimization methods to assist the management team with decision-making and policy formulation. They will provide additional research, planning, project management, and data analysis support to ensure operational efficiency. These efforts will support the development and maintenance of NBEOC’s Data Dashboard, a web-based portal providing business, industry, and global supply chain data during the entire disaster lifecycle. This position is contingent upon contract award.

Responsibilities

• Develop decision support software, services, and products. 
• Support data collection, cleaning, and analysis. 
• Conduct pre and post disaster economic assessments to identify trends, risks, and impacts to the business sector and supply chains. 
• Conduct mapping and location-based analysis of disaster-affected areas using geographic information system software. 
• Draw on datasets to develop predictive models for anticipating the occurrence and location of disasters and their impact on the business and industry landscape. 
• Develop optimal time, cost, and logistics networks for program evaluation, review, and implementation. 
• Develop data integration methods designed to update the NBEOC dashboard to achieve an exceptional availability rate. 

Qualifications 

• Minimum of 5 years of experience in the emergency disaster management field. 
• Bachelor’s Degree in a related field, advanced degree preferred. 
• Significant experience using ArcGIS, Power BI, and Microsoft Office. 
• Experience developing Geographic Information System (GIS) tools for data visualization and analysis. 
• Experience with applied mathematical modeling and optimization, especially related to emergency disaster management. 
• Thorough understanding of economic analysis. 
• Possession of an active Public Trust clearance preferred.

Below is the pay range aligned with this position. When developing a range, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive. Offers within this range will be based on an individual candidate's qualification, relevant education and experience, skills, performance, and organizational needs.

Dexis pay range for this role:$99,000—$108,000 USD
