Position Summary

Treasury Services (“Treasury” or the “Group”) is comprised of three main functional areas: Treasury Planning & Operations, Insurance & Risk Management, and Student & Parent Loan Programs. The Group manages the University’s banking, financial, and merchant services, which includes commercial/investment banking/financial vendor products, relationships, and accounts. Treasury manages the University’s operating assets known as the Treasurer’s Investment Pool (“TIP”), as well as the strategy, operation, and performance of the University’s external long-term debt portfolio and the Internal Bank. The management of TIP includes assessing liquidity levels and working capital through forecasting, recommending appropriate asset allocations, and evaluation of investment options. The Group monitors and projects the University’s cash flow, as well as manages all operating lines of credit and a taxable commercial paper program. Debt management includes market analysis, modeling, issuance, compliance, credit strategy, and management of the Internal Bank. Treasury maintains a collaborative and productive relationship with the WashU Investment Management Company (“WashU IMC”) and ensures that the University’s strategic and tactical liquidity and funding needs are met. Treasury collaborates with finance and campus stakeholders on capital planning and provides oversight of the financial aspects and reporting of the University’s consolidated capital plan. Treasury provides regular updates throughout the year to the WashU IMC Board and other standing committees of the Board of Trustees.

The Senior Treasury Analyst reports directly to the Director, Treasury Planning & Operations (the “Director”), and is responsible for producing analytics and reporting to support financial decision-making and strategy for Treasury matters. The Senior Treasury Analyst serves as an integral member of the Director’s team and works with colleagues throughout Treasury Planning & Operations, as well as various finance and accounting colleagues and campus stakeholders to provide timely and accurate analytics and reporting. The Senior Treasury Analyst will develop and maintain an in-depth understanding of WashU’s Internal Bank, the Treasurer’s Investment Pool (TIP) and their components, credit and balance sheet strategies, and capital and resource planning. Therefore, the Senior Treasury Analyst will need to develop a comprehensive understanding of WashU’s institutional goals and support how they relate to the administration and operation of areas within Treasury and vice versa. In addition, the Senior Treasury Analyst will partner and collaborate with the Senior Financial Projects Analyst and the Senior Treasury Analyst – Debt Management to provide reporting of the University’s consolidated capital plan. The Senior Treasury Analyst will have expert-level proficiency in developing and utilizing proprietary models and tools. The Senior Treasury Analyst will be adept at utilizing the University’s enterprise financial system (Workday) and other sources of data.

Primary Duties & Responsibilities:

Modeling, Analytics, and Reporting

  • Prepare materials and analyses for use by senior management and for presentation to various standing committees of the Board of Trustees. Translate data and analysis into clearly articulated actionable insight.

  • Create and maintain proprietary Treasury financial models and reports.

  • Prepare materials and analyses that will be used by financial management to communicate with senior/executive leadership, debt rating agencies and financial institutions.

  • Develop, maintain, and enhance models for short-term and long-term cash flow forecasts to support liquidity and overall Treasury planning. In collaboration with Treasury Operations colleagues and other campus stakeholders investigate variances to facilitate strategic decision making.

  • Perform analysis to assess the liquidity needs for University operations and the excess liquidity that can potentially be invested in longer-term investments.

  • Develop an in-depth and comprehensive understanding of TIP and monitor and analyze performance and asset allocation of TIP.

  • Assist in the evaluation of investment opportunities for operating funds and bond proceeds by assessing manager’s investment philosophy and return and risk. characteristics and reasonableness. Assist in maintaining and/or updating investment policy documentation.
