About the role

Department Overview

The Chief Medical Officer (CMO) is a member of the senior leadership team at Columbia Memorial Hospital (CMH), located in Astoria, Oregon. As a senior leader in Astoria, in partnership with Oregon Health & Science University (OHSU), the CMO will provide high level strategic, and executive level leadership for the Professional Staff within the Critical Access Hospital and the CMH outpatient clinics.

 

This position fully supports CMH's mission to provide excellence, leadership, and compassion in the enhancement of health for those we serve. This leader is the torchbearer for helping deepen the collaborative relationship and partnership between CMH, a small, community hospital serving the rural communities on the northern Oregon coast, and OHSU.

 

The CMO serves as executive sponsor to the CMH Professional Staff Executive Committee and has a direct reporting relationship to the CEO of Columbia Memorial Hospital and a dotted line relationship to the CMO of OHSU Health.

 

The Chief Medical Officer at Columbia Memorial Hospital will direct, mentor, and oversee members of the CMH Professional Staff. In partnership with CMH senior hospital administration and the Professional Staff of CMH, the CMO directs the organization of services to deliver high quality and safe patient care. Additionally, the CMO is responsible for managing CMH's quality assurance, performance improvement, utilization review, and peer review processes.

Function/Duties of Position

Quality Management:

  • Provide leadership and expertise for hospital quality and clinical effectiveness including oversight of CMH unit medical directors.
  • Accountable to lead and maintain organizational effort in becoming a High Reliability Organization (HRO); serve as HRO champion for CMH.
  • Accountable for quality and safety performance metrics that align with national benchmarking and accountability organizations as identified to be of strategic importance to CMH.
  • Facilitate the evaluation and optimization of care management, process management, and patient safety to assess the appropriateness of care, including length of stay and ancillary resource utilization.
  • Advise on product standardization and equipment selection, purchase, maintenance, repair and replacement in the provision of clinical care.
  • Adhere to Institute of Medicine (IOM) standards on safety, effectiveness, being patient centered, timeliness, efficiency, and equity.
  • Adhere to guidelines and policies which relate to Services provided at CMH and as required by CMH policies, by Medicare and Medicaid law and regulations, by the standards or reports of the Healthcare Facilities Accreditation Program (HFAP) and/or other applicable regulatory, licensing or accrediting agencies.

Quality Operations:

  • Assure quality management programs are executed in all clinical areas providing protocols, guidelines and other decision tools for the review of outcomes.
  • Partner with CMH operational leaders to successfully implement HRO processes and strategies.
  • Facilitate HRO committees and meetings to meet organizational expectations.
  • Assist and coordinate in the adoption and implementation of guidelines, critical paths and/or protocols to be used in the provision of patient care services at CMH and the techniques employed.
  • Establish and review clinical and service standards and performance measures for patient care services.
  • Serve as a liaison to Leadership Council, Service Line Committees, Compliance, and the Professional Staff Executive Committee to achieve adherence to operating policies and procedures and to recommend corrective action of validated breaches.
  • Partner with CMH and OHSU leadership to ensure alignment with OHSU health system strategy.

Medical Affairs:

  • Act as a liaison among stakeholders to lead effective, timely and accurate organizational and/or clinical change.
  • Assure professional staff appointments and associated health care privileges are compliant with sound credentialing practices.
  • Accountable to ensure professional staff performance, quality and professionalism.
  • Monitor and review the administrative and clinical professional work performed by all physicians and APPs working at CMH.
  • Assure that all members of the professional staff adhere to the code of conduct, organizational and HR policies. Swiftly mitigate issues incongruent with the code of conduct and workplace policies, working in conjunction with OHSU HR and CMH professional staff leadership as outlined in the CMH by-laws.
  • Organize orientation and continuing education and training programs for the professional care team at CMH.
