AOT Senior Manager III - Asset Management Bureau

The Agency of Transportation is seeking an AOT Senior Manager III to work as the Director of our Asset Management Bureau. This is a position that will lead an innovative team of professionals involved in making data driven investment decisions on Vermont's transportation infrastructure.    

 

The Asset Management Bureau's primary responsibilities include:  

• Development and implementation of a holistic asset management software that encompasses data collection, network condition, life cycle cost-benefit analysis, budget and investment recommendations for all transportation asset classes. 
• Budget development for highway investments, including project selection, prioritization, and programming.  
• Bridge inspection Team, responsible for the inspecting the condition and safety of over 4,000 bridges in the state of Vermont. 
• Active Transportation Team who ensures that non-motorized transportation is supported and integrated into the Vermont Transportation Network. 
• Development of new project summaries in collaboration with partners across the Agency which serve as the conception and kick-off for projects that are then moved into design. 

 

As the leader of this Bureau there's an important level of complexity, authority and impactful decision making. This position is required to understand the engineering intricacies of the network, while also having strong communication skills to testify to the legislature, interview with the media, and interact with broad and diverse groups of stakeholders statewide. This position should be able to understand a high-level vision of how data analysis, engineering and maintenance principles are connected while using innovation and technology to support data-driven decisions.

Environmental Factors

Work is performed in both an office and field setting. Frequent visits to construction sites and district offices and garages are required. Incumbents should possess private means of transportation. Attendance at public meetings and hearings is required. Some evening or weekend work may be anticipated. A variety of strong adversarial opinions may be encountered.

Minimum Qualifications

Associate Degree AND ten (10) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; or (d) budget preparation OR highway maintenance, engineering, construction, planning or a combination thereof.

OR

High school diploma or equivalent AND twelve (12) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; and (d) budget preparation OR highway maintenance, engineering, construction, planning.

Special Requirements

Some positions may require registration as a Professional Engineer (PE).
