About the position:

The Head of Operational Design, Control & Resilience (ODCR) Americas is a senior 1st Line of Defense (1LoD) leader responsible for driving and overseeing strong non‑financial risk management, control, and resilience practices across ING Americas. Reporting to the Americas COO and Global ODCR Lead, the role steers and enables business and support functions to operate in line with regulatory requirements and ING’s internal control frameworks, while supporting safe, resilient, and sustainable growth.

The role leads an integrated team, covering ODCR Business Partnering, Operational Resilience & Business Continuity Management, Personal & Physical Security, and Third- & Intragroup-Party Management. The position acts as a key partner to senior management and global stakeholders, promoting a strong risk culture and continuous improvement across the Americas region.

About the department:

The ODCR Americas function is part of the COO domain and enables strong first line ownership of control, resilience, and non‑financial risk management across ING Americas. The team partners closely with Business Heads, Support Functions, 2nd Line of Defense, Corporate Internal Audit (CAS) and global counterparts to support and facilitate the effective design, execution, and monitoring of controls, resilience capabilities, and sourcing arrangements.

Responsibilities:

  • Team Leadership & Global ODCR Engagement
    Lead, develop, and coach the ODCR team; represent ING Americas within the global ODCR community; contribute to global and local initiatives; and promote continuous improvement.
  • Trusted Partner to the Business
    Act as a trusted advisor to the Business and Support Functions, supporting them in fulfilling their 1st Line of Defence responsibilities for control, resilience, and non‑financial risk management, including during periods of regulatory change or business transformation.
  • Risk Identification, Control monitoring & Issue Management
    Steer, oversee and enable the effective design, execution, and monitoring of controls including timely execution of other core risk activities (including RCSA, issues & events management) with regular reporting to senior management and, as applicable, interaction with regulators.
  • Operational Resilience & Business Continuity Management
    Oversee Operational Resilience and Business Continuity Management across the Americas, including the identification of Important Business Services, impact tolerances, scenario testing, remediation activities, and reporting, ensuring alignment with global standards and U.S. regulatory expectations.
  • Third & Intragroup Party Management (1LoD)
    Oversee the first line execution of Third and Intragroup Party Management for ING Americas, with a primary focus on intragroup services, ensuring risks are identified, assessed, monitored, and appropriately remediated throughout the lifecycle.
  • Fraud, Personal & Physical Security Oversight
    Provide strategic oversight of First Line Fraud monitoring and investigations, as well as Personal and Physical Security activities, ensuring appropriate governance, escalation, and coordination with 2LoD, Group, and external stakeholders where required.
  • Risk Culture Leadership
    Act as the Risk Culture Lead for ING Americas, driving the design, execution, and monitoring of the regional risk culture agenda in line with ING Group standards.

Qualifications and Competencies

  • Bachelor’s degree (Economics, Finance, Law, or risk-related discipline); Master’s degree is a plus.
