Job Description Summary
The Director of Operations will serve as the operational leader within the Corrections Health ICCE at MUSC, supporting both the System Administrative Officer (SAO) and Chief of the Corrections Health ICCE. This role will drive strategic growth and operational excellence for both county jail and prison healthcare contracts. The Executive Director will lead business development for jails—meeting with county administrators, attending jail conferences, managing the Request-for-Proposal (RFP) bidding process, and overseeing daily operations at contracted jail facilities. Concurrently, the role will focus on expanding contract operations for the South Carolina Department of Corrections (SCDC), including launching and managing onsite units (infirmaries, specialty clinics, dialysis units), developing new acute care units, and expanding onsite specialty services. With a portfolio spanning both jail and prison correctional units, this role will ensure MUSC’s correctional health programs deliver outstanding performance, strong partnerships, and sustainable growth.Entity

Director of Operations, Corrections ICCE
Position Summary
The Director of Operations will serve as the operational leader within the Corrections Health ICCE at MUSC, supporting both the System Administrative Officer (SAO) and Chief of the Corrections Health ICCE. This role will drive strategic growth and operational excellence for both county jail and prison healthcare contracts. The Director will lead business development for jails—meeting with county administrators, attending jail conferences, managing the Request-for-Proposal (RFP) bidding process, and overseeing daily operations at contracted jail facilities. Concurrently, the role will focus on expanding contract operations for the South Carolina Department of Corrections (SCDC), including launching and managing onsite units (infirmaries, specialty clinics, dialysis units), developing new acute care units, and expanding onsite specialty services. With a portfolio spanning both jail and prison correctional units, this role will ensure MUSC’s correctional health programs deliver outstanding performance, strong partnerships, and sustainable growth.
Key Responsibilities
Strategic Business Development & Contract Growth
· Travel, identify and pursue new business opportunities in the county jail sector by engaging with county elected officials, sheriff’s offices, jail administrators, and key stakeholders to expand MUSC’s correctional health footprint.
· Travel as a representative of MUSC to correctional/jail healthcare conferences, industry associations, and vendor networking events.
· Lead RFP responses by coordinating cross-functional teams (legal, contracting, finance, operations) to develop competitive proposals and ensure compliance.
· Travel to SCDC institutions and headquarters to advance contract expansion by managing strategies for adding onsite units (infirmary, specialty clinic, dialysis) and integrating acute care capabilities.
· Travel to established MUSC SCDC Secure Units located across the RHN.
· Collaborate with MUSC leadership to define business plans, growth targets, and proforma models for correctional units.
Operational Leadership
· Oversee daily operations of MUSC-contracted correctional health facilities including frequent onsite meetings, staffing, clinical services, contract compliance, and quality outcomes.
· Ensure Statements of Work (SOWs), service level agreements, and contract requirements are executed effectively and aligned with strategic goals.
· Monitor key operational metrics (staffing vacancies, ADP, capacity utilization, incident rates) and drive process improvement.
· Oversee launch and management of onsite units at prison facilities frequently in person to ensure readiness and integration with MUSC Health.
· Available to clients, staff and ICCE Leadership over the phone and by email during all operational hours.
Stakeholder Engagement & Relationship Management
