EDUCATION and/or EXPERIENCE
Bachelor's degree in Adult Education, Instructional Design, Human Resources, Engineering Technology or a related field and a minimum of four years’ experience developing and conducting technical training programs. In lieu of degree directly related transit experience may be substituted on a year for year basis. Must have demonstrated advanced computer skills in all primary departmental software platforms

SUMMARY
Supervises and directs the activities of a group of rail maintenance instructional teams. Recommends and develops performance improvement systems, techniques and training curricula for rail maintenance supervisors, technicians, and mechanics. Develops and delivers advanced technical training to Authority employees. Provides technical consulting services to Rail Maintenance to enhance employee job performance. Advances Technical Training through involvement in professional organizations. Compiles all training effectiveness data for areas of responsibilities. Assists the Chief Instructor in establishing and implementing action plans supporting Authority and departmental strategic goals.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Supervises the activities of instructional teams.
2. Designs, develops, or acquires training programs and material for conducting classroom and on the job simulations, maintenance and transportation training.
3. Provides consulting to Director and General Superintendent of Rail Maintenance to define instructional needs to support accomplishment of Operations performance objectives.
4. Evaluates subordinate instructors' performance. Implements branch performance measurement system.
5. Assists the Chief Instructor in the development of operating and/or capital budget and tracking.
6. Organizes activities and related work to meet established branch objectives and priorities in support of overall division/organizational goals.
7. Keeps abreast of the latest performance improvement technologies and maintains complete and accurate records, documents, and other technical reports to aid in establishing acceptable process requirements.
8. May conduct training programs for maintenance personnel, rail operators, line supervisors, and contract personnel.
9. Performs various administrative functions in support of Division and Office goals and objectives.

Wayside Access Certification required.
