The Industrial Development Authority's (IDA) Business/Finance Officer manages business operations and accounting/finance activities, including public finance bond transactions.

About Us

The Maricopa County Industrial Development Authority (MCIDA)was created in accordance with Arizona law to provide lower-cost financing for qualified projects through the issuance of revenue bonds. The MCIDA’s bonds are exempt from Arizona income taxation. Similarly, the bonds can be tax-exempt from federal taxation if they are issued in compliance with the Internal Revenue Code of 1986, as amended. The Board of Directors is comprised of nine directors who are private, volunteer citizens appointed by the Maricopa County Board of Supervisors. The Board of Directors meets monthly or as otherwise necessary. Since 1973, MCIDA has served Arizona with distinction by spurring economic development, increasing the availability of affordable housing, financing nonprofit healthcare and educational facilities, and enhancing Arizona’s economy through access to low-cost financing and community investments. For the past fifty years, MCIDA has issued more than $12 billion in bonds, invested millions of dollars in the community, and improved access to affordable housing.  

 

We Require

  • Four years of professional-level accounting and finance experience
  • Five years of professional tax-exempt bond financing experience
  • Bachelor’s degree in accounting, finance, or a related field
  • Postgraduate degrees or professional-level related experience may substitute for the education or experience on a year-for-year basis 

Job Contributions

  • Performs accounting functions to properly record all financial activity for the organization
  • Oversees all internal accounting functions, financial and budget operations, together with the Executive Director 
  • Oversees banking and investment activities, statements, and reconciliations, with the Executive Director 
  • Prepares monthly financial statements for the organization
  • Monitors the financial activities and expenditures of the Administrators 
  • Handles administrative and issuer fee collections 
  • Prepares and analyzes financial reports, including those for the Home in 5 single-family programs and outstanding bonds 
  • Provides team support with bond financing transactions – conference calls, document review, approvals, and closings 
  • Assists with monthly Board meetings, retreats, and special events 
  • Improves business operations and creates efficient workflows with Administrators, including ensuring proper internal controls 
  • Develops and executes policies and procedures for the organization 
  • Communicates with the Board members, Executive Director, General Counsel, Maricopa County administration, investment bankers, bond counsel firms, and borrower organizations
