*THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $80,000*

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

ACS' Division of Family Permanency Services (FPS) ensures that high quality services are provided to children in foster care by supporting provider agency staff with technical assistance and other services for children in foster care. FPS staff offer guidance on child welfare policies and procedures to improve service delivery and achieve safety, permanency, and well-being for children in foster care.

The Office of Older Youth Development Services (OYDS) is responsible for technical assistance around permanency planning and promoting shorter lengths of stay in residential placements for youth in foster care. In addition, we look at the well-being and safety of youth 12-21 years of age. The Office of Older Youth Services includes the following program areas: Youth Justice/PINS/DOC- Conferencing, Missing Children’s Outreach Unit, Supervision to 21, IPAS-CW (Intensive Preventive Aftercare Services for Child Welfare), APPLA (Another Planned Permanent Living Arrangement) Monitoring Unit, Teen Specialist Unit, Office of Child Trafficking Prevention and Policy, Reentry, Independent Review, OYDS Special Projects and OYDS Data Accountability, Case Planning Unit. We also provide guidance for the foster care agencies around child sex trafficking, iFoster, transitional plans, NYTD (National Transitional Database), Sexual Health and Reproduction, CCRS coding and crossover youth practice model and Raise the Age.

The APPLA Monitor key functions and responsibilities is:

- Review and analyze data collection, asses individual PYA agency plans for youth in foster care.

- Randomly review PYA/Discharge and Supervision to 21(S21) checklist.

- Assess provider agency’s strengths and limitations that affect overall PYA performance;

- Run monthly APPLA+ discharge reports from systems of records to collect discharge checklist and APPLA discharge plan summary submissions);

- Monitor transition of S21 cases from assigned provider agency to ACS;

- Identify and address practice and systemic issues with agency by providing technical assistance to increase successful achievement of PYA checklists submissions and permanency.

- Assist in the development of communication tools, training events and other deliverables that promote quality provider practice and improved performance of PYA.

- Meet with provider agencies in borough offices located throughout NYC/NYS to discuss identified PYA trends.

- Run PYA submission compliance reports for Foster care providers and coordinate System –wide AMU PYA compliance for distribution to providers.

- Attend meetings and consult with internal ACS divisions to address integration and implementation of PYA related issues into agency’s prescribed practice and assessment tools.

- Monitor and review APPLA+ ACS/DHS/HHS Connect Alerts by reviewing Progress notes, HHS Worker connect database, CCRS and LTS outcomes.

- Directly troubleshoot S21 compliance and provide quality assurance review and tracking for the Supervision until 21 work.

- Development of provider-specific capacity –building plans to increase/support improved PYA outcomes.

- Provide guidance on credit checks, transitional plans and independent living services.
