Job Description:

Pay range is $45.314 -$66.799 per hour. The pay rate may be commensurate with education and/or experience within fiscal constraints if approved.

Job Duties:
• Administer personnel actions including selection of employees, performance evaluations, leave management, establishing work schedules and assignments, and discipline.
• Lead, manage, and guide the work of the Traffic Signal and the Signing and Marking units, including unit assignments and work activities to maintain project delivery schedules.
• Represent the Department as an expert in the MUTCD, NDOT policies and the physical roadway system to determine the application of traffic control devices on the state highway system.
• Monitor and review changes in federal and state regulations that affect traffic control issues.
• Prepare letters of response to public comments for the signature of the Division Head, Deputy Director- Engineering, and Director.
• Review access and right-of-way permit applications submitted by developers, utilities, consultants and public agencies.
• Provide guidance and make decisions as necessary on complex issues of warrants, design and operation of traffic signals, design and placement of highway signing and design and application of work zone traffic control.
• Review all reports of fatal accidents on the state highway system for possible mitigation measures or tort liability.
• Review division standards, policies and plans to ensure compliance with national standards and regulations.
• Advise Attorney General’s office on traffic control matters relative to pending litigation.
• Keep assigned activities on schedule and ensure product accuracy, completion, and alignment with agency mission.
• Represent Traffic Engineering and NDOT on the Association of General Contractors Subcommittee on Traffic Control and Traffic Incident Management groups. Represent Traffic Engineering as a member of the Highway Safety Committee and other committees as necessary.
• Prepare and review project related agreements with cities, counties, and consultants.
• Lead by example to provide a harassment-free work environment and support and comply with NDOT EEO policies.
• Perform other duties as assigned by the Traffic Engineer.

 

Requirements / Qualifications

Minimum Qualifications: Bachelor’s degree in an engineering discipline and two years of experience performing professional level engineering assignments. Must possess a Professional Engineer (P.E.) license at the time of application and be licensed by the Nebraska Board of Engineers and Architects at time of employment or be able to obtain such license within 90 days of employment.

Preferred Qualifications: Bachelor's degree in Civil Engineering.  Professional Engineer (P.E.) license in Civil Engineering.  Working knowledge of the Manual on Uniform Traffic Control Devices.  Four to six years of experience in highway design, traffic engineering principles, and design project management.  Experience supervising a functional area or unit including, but not limited to: providing guidance, setting goals and job expectations, leading internal and external meetings, and reviewing the work of staff.  Experience interpreting complex manuals and applying standards, policies, and procedures.  Experience in public involvement including conducting public meetings and hearings.  Experience using Microsoft Word, Excel, PowerPoint, Outlook or similar email management systems, and engineering software. 

Other: A valid driver’s license or ability to provide authorized independent transportation is required.  Must be available for out of town and occasional overnight travel. Regular and reliable attendance is required.
