This position is within the Department of Energy's (DOE) Remote Sensing Laboratory (RSL), Human Performance Analytics (HPA) section.  The qualified candidate will participate in planning, coordinating and executing training activities and other activities as required for national emergency response assets that participate in training evolutions, exercises, and real-world events. Develop and maintain procedures, documents, and reports for internal and external dissemination that are in compliance with DOE orders, as well as company procedures.  Serve as an ambassador for the HPA “Regimen” Program in everyday life and professional life by maintaining adherence to Regimen principles and demonstrating mastery of course material. 

Key Responsibilities

  • Serve as lead fiscal and logistics coordinator for HPA.
  • Serve as lead on all procurement actions for HPA.  Interface with sponsor agency and academia points of contact.  Coordinate ordering, shipping, and receipt of remote sensors, and other emerging tech as required, and of all materials in support of training.
  • Serve as lead budget analyst as part of the HPA project management (PjM) integrated planning team (IPT).
  • Develop and maintain a record of, and provide frequent status updates to HPA IPT, RSL and higher HQ leadership of budget, procurements, and other logistics concerns as required.
  • Contribute to the continued improvement of the HPA program and Regimen course through continuous dialogue with instructors, colleagues and students. 
  • Serve as an instructor during delivery of training courses and immediately demonstrate mastery of all Regimen course material. 
  • Develop and maintain with version controls procedures, documents, reports, and track requests for information for all matters relating to emergency response teams. 
  • Develops and writes documents to ensure compliance with DOE Orders, Company Procedures.
  • Evaluate, verify specification and write reports of testing for new equipment used in program. Develop life-cycle process recommendations for all remote sensors and emerging tech including routine checks, calibrations, maintenance, and repair. 
  • Perform related work as assigned by Management.
  • Bachelor’s degree in related field or equivalent training and experience and at least 8 years of relevant experience.
  • At least 10 years of military or government experience highly preferred.
  • At least 10 years of experience in federal or defense fiscal, budgeting, procurement, supply chain, and/or other logistics processes highly preferred.
  • Ability to review, interpret, and provide the practical significance of the latest human factors research for operational readiness.
  • Immediately demonstrate mastery of Nuclear Emergency Response mission specific operational readiness human performance training.
  • Professional instructor experience highly preferred.  Must be confident in front of a classroom of highly educated students.  Must have excellent coach-student (teaching) and lab-sponsor (staff support) rapport building skills.  Astute in providing for individual student needs. 
  • Able to utilize independent judgment, creativity, initiative, and ability to apply knowledge. 
  • Experience to resolve problems and compose technical correspondence and reports.
