About the role

Overview

The Task Order Project Lead assists the Uncrewed Aircraft Systems (UAS) Project Office (PO) and PEO AVN Enterprise, which is essential for performance of the materiel developer’s mission to support the war fighter. The UAS PO is tasked with developing, testing, fielding and maintaining the UAS Fleet to include a family of Small Uncrewed Aircraft Systems (SUAS), Future Tactical Uncrewed Aircraft Systems (FTUAS), Gray Eagle, One System Remote Video Terminal (OSRVT), Launched Effects (LE), and Uncrewed Vehicle Control (UVC).

Responsibilities

  • · Analyze and assess requirements related to Human Systems Integration (HSI) and Reliability, Availability, and Maintainability (RAM).
  • · Apply product supportability modeling and simulation to analyze and assess UAS support system development related to the tenants of implementing a Modular Open Systems Approach (MOSA), human systems integration including human/machine interfacing, and digital enterprise data management. Contractor support shall include performing knowledge and avenues to access and services related to life cycle management and supply chain modeling software and tools.
  • · Utilize experience and knowledge in advanced manufacturing techniques to support UAS project office to ensure incorporation of advanced manufacturing into all aspects of materiel development lifecycle (system requirements, design, development, production, and sustainment) and modernizing the Organic Industrial Base (OIB) to supplement the supply chain (Reference Army Directive 2019-29).
  • · Participate in technical publication validation and verification, design reviews, logistics demonstration, and test efforts.
  • · Identify, plan, and assist with resourcing personnel with the grades and skills required to operate and maintain equipment and effectively support UAS over the lifecycle of the system.
  • · Develop, implement, and maintain current Manpower and Personnel related program documentation, including but not limited to the Manpower Estimate Report (MER) and Manpower Requirements Criteria (MARC).
  • · Provide program support by advising, assisting, and coordinating plans and operations for the Project Office.
  • · Coordinate with Government employees and other Contractor personnel throughout the organization to prepare briefings, support briefings, coordinate visits, ensure security procedures are followed, plan for conferences, track suspense dates, communicate with higher headquarters, develop recommendations, and execute resulting internal control procedures.
  • · Be responsible for cradle to grave administration for all employee in-processing, out-processing, including conducting orientation for new hires and maintaining employee records.
  • · Assist with processing changes in staff status such as: promotions, flexible work arrangements, status, and leaves of absence. Tasks include activities such as, but not limited to: preparing, submitting, and tracking updates both in writing or through electronic data base entry.
  • · Act as a liaison between the UAS project office and higher HQ Human Resource (HR) staff to ensure HR matters are coordinated for completion
  • · Coordinate with PEO AVN Enterprise HR to manage and maintain employee training records.
  • · Coordinate with PEO AVN Enterprise HR to answer Government employees questions related to HR policies, and procedures.
  • · Serve as a first point of contact for employee relations matters.
  • · Coordinate staff training and orientation.
  • · Maintain and update policies and procedures to ensure compliance and efficient systems.
  • · Serve as the Project Office’s Telework Program Coordinator to ensure compliance with PEO Aviation Telework Policy provided as Attachment 4 and maintain telework agreements for all non-Governmental personnel.

Qualifications

Required:

 

  • · A Bachelor’s Degree in Program Management, Project Management, Business Management, Economics, or related discipline
  • · Certified Project Management Professional (PMP), Certified Program Management Professional (PgMP), or possess a Level III Program Management Certification from the Defense Acquisition University.
  • · Minimum 10 yr. experience in Program Management or SR level DoD experience or Defense Industry Civilian Professional working with SR level DoD personnel.
  • · Documented record of increasing management responsibilities with a firm technical foundation in all areas relating to enterprise level technology management with minimum 2yrs of experience managing Cyber range or IT/OT technology program.
  • · Must have a minimum of 12 years experience in directing large analysis efforts in defense acquisition and sustainment programs.
