Description
Vistra is seeking a Senior Web Knowledge Manager to support Strategic Communications for the Department of the Army’s Office of the Chief of Public Affairs (OCPA). This role is pivotal in enhancing the Army’s internal and external communications through expert knowledge management (KM) and web-based solutions. The Web Knowledge Manager will lead the development, organization, and optimization of KM initiatives, ensuring that Army leadership and public affairs officers have timely access to high-impact communication products and guidance. This position requires a deep understanding of web technologies, SharePoint customization, and KM best practices, along with a commitment to excellence in communication and collaboration within a dynamic military environment.
Responsibility Overview
- Strategic KM Integration: Support senior Army leadership by aligning KM tools and technologies with communication objectives, fostering collaboration, streamlining organizational workflows, and improving information accessibility across OCPA.
- Content Development & Maintenance: Provide daily support for populating and maintaining PA Portal, including creating guides, presentations, and analytics related to SharePoint functionality. All products require Government approval prior to dissemination.
- Technical Administration & Updates: Recommend and implement improvements to the workspace website, ensuring accessibility, technical integrity, and information security. Regularly update personnel directories, multimedia content, organizational charts, and public affairs guidance based on Government input.
- Usage Monitoring & Reporting: Track portal usage and deliver analytical and statistical feedback to OCPA. Prepare quarterly updates and monthly change packages to ensure content remains current and relevant.
- User Support: Provide daily functional support to SharePoint users experiencing access or usability issues.
Responsibility Areas
Knowledge Management Program Development
- Recommend and develop KM project initiatives and strategies that align with and support OCPA’s mission and strategic objectives.
- Provide expert technical guidance and recommendations on KM approaches, including best practices for information capture, storage, retrieval, and distribution within OCPA.
KM Systems and Technology Integration
- Utilize SharePoint, the SharePoint Framework (SPFx), and the Power Platform to build robust knowledge management solutions that streamline organizational workflows and apply robust role-based security.
- Use Power Automate to develop knowledge and approval workflows and streamline enterprise processes.
- Act as a Site Administrator for SharePoint, managing site content and permissions.
- Design and create Power BI Dashboards for KM efforts.
Strategic Content Management
- Develop, maintain, and enhance the Electronic Document Repository, ensuring efficient knowledge dissemination and ease of access for OCPA users.
- Provide recommendations on KM policies and procedures to ensure information security and effective information flow.
- Coordinate with OCPA teams to ensure intranet sites are up-to-date, strategically relevant, and aligned with DoD and DA guidance.
Subject Matter Expert (SME) Integration and Community Building
- Be a SharePoint Subject Matter Experts (SMEs) with understanding of G6 and the OCPA community, fostering an environment of continuous learning and knowledge sharing.
- Champion and coach online knowledge communities within OCPA to support collaboration, best practices sharing, and innovation in knowledge management.
- Facilitate SME engagement in KM programs to drive the continuous improvement of knowledge-sharing processes and strategic alignment.
Support for Strategic Planning and Reporting
- Support OCPA’s Strategic Planning function by managing Balanced Scorecard data, ensuring accurate collection, storage, retrieval, and reporting to guide strategic decisions.
- Collaborate with OCPA teams on strategic initiatives and KM project planning, recommending enhancements to KM processes that align with evolving Army mission requirements.
